I am thinking it was a warning or if they were laughing possibly in our politically correct world they were given a notice that if they were being trafficked to contact such and such. That said. I was a part time bus driver back here so when I got out there I got the old man's bus pass. Easy town to get around on pub tran. What I saw was similar to back here that the fuzz keep an eye on tourista areas, however the rest they let pretty much go to sh*t. So when out there I was up and down the strip and downtown and that was mostly all clean except for the occasional homeless sleeping on those overpasses on the strip.
