Because it's a constant function, it's independent of what you or I do. It's the asymptomatic non mask wearers who are the problem. The virus is spread by talking, coughing is not necessary to infect someone. You deciding to eat a big mac is not going to kill any other person. I wear a mask, I think I had it, it's not for my protection because a mask does little for your own protection. It's primarily to prevent egress. Why do you think a surgeon wears a mask? Governments dropped the ball, especially the CDC when they told people masks were unnecessary.
