He was originally sentenced to 10 years but the sentence was reduced to 18 months by a RI judge. But he is NOT currently listed as an inmate in the RI Dept Of Corrections, I checked. So I think it's a safe assumption that he is probably currently on the loose. He would surely not be the only violent criminal set loose by these fine upstanding judges these days, in part, probably for the reasons you said.
