Sometimes I get a text back, sometimes I don't. When I text I just say I'm interested in an outcall or incall and if they're available. Usually they text back with their rates. I then say I can do 150 / hr, or whatever I'm willing to spend. There might be some haggling, other times they just outright say ok. If I'm REALLY feeling stingy, sometimes I'll wait awhile and say another girl could do x amount, and ask if they can meet that. Usually they don't, but occasionally someone will.
