They can subpoena records from voip companies like google and trace down hobbyists too. Depends on how big a statement the the wants to make.

But to answer your original question yes Providers in the past have been arrested and the operation was labeled as Human trafficking and not sure what happens after that. Maybe they get released and get Green Cards.
