Narrative:

While monitoring prostitution activity on E Third Street, Vice Unit detectives observed a prostitute enter a car being driven by James K. Detectives followed James K to Wee and Bircher where Ashley B was observed performing oral sex on James K. Detectives apprehended Ashley B and James K. Ashley B, immediately began crying and shaking stating that James K had told her that he was the police, gave her $20. 00 for oral sex, and told her she could either perform oral sex on him or go to jail. James K was known on site, by the detectives, from a previous investigation involving James K and knew him to be a registered sex offender and out on parole.
