I've watched them while I put my clothes on and they're prepping the room for the next "guest". They'll take the thin fiber barrier sheet off and chuck it. Then they flip the towel over. In defense of some shops they actually use sheets pull them off and throw them in the laundry.

If you just got to go somewhere, check out Sunflower or Monona. At least it's less haggling.
