During his time rail got shot down by 1 vote (Rene Mancho who later went to jail). At that time, federal contribution was going to be 80% of the cost. Had Rene voted yes, we wouldn't be talking about Kapolei to Ala Moana today. We would be ribbon cutting an additional line from Hawaii Kai.
Why elevated? Simple. At grade causes vehicle delays at all intersections plus other cities have shown a higher rate of collisions with at grade systems.
Ease traffic congestion? Doubt it as pointed out that increased traffic will offset any gains. Oahu needs mass transit? We already have it. It's called The Bus.
So why build rail? So developers can make bank on all the condos they're going to build around the rail stations. You think this is about rail? Nope. This is about Transit Oriented Development. This project is going to burn through $10 billion (double the original) and a bunch of folks are just going to get richer. Think you're going to stop it? Better go to an AMP and F your brains out so you won't be too upset. The push needs to be "Hey Mr. Developer, you want us to build a station next to your property? Well, pay for it or we're going to move a couple of blocks down. " Get the all the developers to kick in and make them pay for some of this stoopit train.

SS.[/QUOTE]Not all of us agree, but the train is the stupidest means of transportation ever devised by hawaii politicians. Rail has nothing to do with transportation, and everything to do with construction jobs. What is TOD? It's high density apartments with waived minimum parking requirements for these highrises. Those who chose to live in these "low cost homes" (probably those from the west side and millennials) will find these places unbearably small. Plus no place for your car so take a bus or wait for that mythical train to be built.
We only have 800,000 people living on this island. Municipalities that can sustain rail like Tokyo, NYC, DC, or the Bay Area have millions of people who use it. The train will bankrupt our State and won't lead to the TOD that city planners envision.
