Based on that, the height / weight and the "20 and could be younger" part, I would say first off Joe needs to check her Id.

So if you have noticed a reduction of ads, this is a contributing factor.

The conversation was a week ago, I'm going to take a guess that she might have said it was a pawn shop? She did complain about the minimum purchase amount, and the distance to the store to buy it. Then again, it's a provider -- so I take everything I hear with some degree of suspicion / doubt.
