It seems that at 17 she would be free and clear of the consent laws for heterosexual sex acts here in Hawaii, and that in general State consent law takes precedence over Federal consent laws.
At age 14 or 15, a "Close in Age" exception applies, where the partner must be no more than 5 years older. The younger partner cannot be under the age of 14 in any case.
