Actually, it is quite believable for a discount-type downtown provider to sometimes be without condoms. Of course, many of them are not exactly responsible and well-organized individuals. Such a provider may be so intent on obtaining money for drugs that she won't take the time to obtain condoms if she doesn't already have them.
