The point of it and what they hoped to accomplish with it was to get rid of the clubs. The bill that resulted in this law was pushed through the Ohio State Legislature around 2007 and was supported by a large number of churches but was spearheaded by the Concerned Citizens for Community Values (CCCV) under the leadership of Phil Burress. Phil Burress is an admitted recovering Porn Addict. He decided that the best way to keep clean was to eradicate all the adult entertainment options in the Tristate area. His group was instrumental in getting all of the excellent clubs in Northern Kentucky and Cincinnati closed down back around 1985. It took them another 20 years to get the state of Ohio to even consider their stupid law but they ended up getting it passed. What it does is makes the nightclub experience extremely boring which kills the customer base. After all, who is going to go to a nightclub when you can't touch or talk to the girls and they have to wear more clothing than they would if they were at a public beach?
Passed 10 years ago but it obviously is interpreted very loosely by the clubs. BTW the entertainers do not work for the clubs. They are tenants. Whatever they do is on their backs and the clubs do tell them the "rules. ".
