PH isn't as good as it was 1, 2 or 3 years. Sure there are some gems to be had, but used to be full of options. Too often cruise too long and nothing good. Hoping the upcoming warm weather heats things up. Saginaw st north end has been almost completely dead. New area or dried up? Seems only east and to a lesser extent south left.

All the vehicles pulled over the last 18 months didn't use a turn signal. Twelve months ago I had a state boy glare me down like he wanted to follow me, but he noticed a hood-beater make a turn without signaling. Guess who got pulled over? This area has been designated as "red zone" (high crime area) where cops can stop you without cause and get away with it. Had a "friend" who recently spent a night in jail cause she was caught with a "pipe" on her and she was just walking to the store. LEO stopped her, questioned and searched for no reason. So be warned. They can pull you over anytime they feel like it.

You are correct to point out that in practice the police can internally designate rules for their officers. OTOH this has no influence on the courts or probable cause. The result on balance is cops will be less inhibited about stops but still aware of probable cause issues. It doesn't hurt to obey all traffic laws and protect yourself as much as possible. OTOH this won't give you any immunity from stops.
