Since this is a case where he made the offer and went through with the act, he is charged with both crimes.

But even Kemmerling is struck by statistics that show almost half of the Police Division's vice arrests citywide so far this year 49 percent were in the division's Zone 3. The zone covers four precincts on the West Side, including the Hilltop and Franklinton. Last year, just more than a third of the city's vice arrests were in Zone 3.
"We just looked at it. We were just absolutely shocked," Kemmerling said. "We were blown away. ".
He said he couldn't explain the spike. "Heroin is probably the greatest driver citywide. I think more people are getting hooked on it. " And prostitutes are looking for a way to pay for their habit, he said.
The growing presence of prostitutes and their customers along Sullivant Avenue on the Hilltop led to a sweep between June 29 and July 1 that resulted in 68 arrests, including 44 women and 24 male customers, or johns. Residents pulled out lawn chairs to watch.
A second Hilltop sweep began Wednesday and lasted through Thursday. Forty prostitutes were arrested, along with 20 of their male customers. On Thursday, undercover police continued to arrest prostitutes and johns between noon and midnight, concentrating on Sullivant Avenue again, along with W. Broad Street.
"We've been deluged with complaints," Kemmerling said. "We've never seen it this bad out here. ".
The question: How to make sure the problem doesn't continue?
"How do we do that? That's the $50 million question," Hilltop neighborhood leader Lisa Boggs said. "This has been going on for years. ".
Other neighborhoods are taking a holistic approach to reducing prostitution by trying to help the women involved. In the Linden area, community leaders and residents are working on a plan to help prostitutes confront and resolve their addictions while aggressively going after their customers.
During recent prostitution sweeps in Linden, police brought the johns who were arrested to a church parking lot, where community members told them that they were hurting the neighborhood.
"We shared that community message," said donna Hicho, executive director of the Greater Linden Development Corporation and a church member. "The challenge clearly is that we do not have enough resources for drug treatment. ".
It's also difficult to find emergency housing for the women, she said.
Assistant City Attorney Katarina Karac is working with the Linden community. John Lathram, vice chairman of the North Linden Area Commission, is drafting a letter that could be sent to johns to tell them how they are hurting the neighborhood by hiring prostitutes. The letter would tell johns that they are disrupting the community and their families, and would be given to them when they are arrested.
As law enforcement also has focused on the customers of prostitutes, the number of johns arrested by police citywidewent from 204 in 2013 to 514 in 2015.
