My opinion is that if the girl advertises or is a known SW then the term UTR would not apply.

Just the term " Under the Radar" would imply that very few people know about the person in question. Their information about them is not readily available via advertising or walking the streets as. These examples in themselves would contradict the term "UTR" because by doing these things you are now "ATR".
