Imperial Beach is close to the border, but there is a lot of crime and it's low income.
PB is okay, but the rent is really high. If you are young there is a unlimited supply of college girls. Ocean beach /Point Loma is nice, but the rent is high as well. Freeway traffic is not bad so long as you avoid afternoon rush hour.
