The text apps can track your IP address and possibly location so using them on public WiFi is probably best practice, but a normal person can't track down your home / cellular IP history.

Of course they have to be able to get that history from the app provider before they can ask the ISP who you are, assuming they log it (they probably do) and still have it when they ask (they maybe do).
