That new location was never going to work in the long run, but it had to shut down not because of the closed daycare but because the other house was a residential home.
Despite the clear address and directions, some dipshit went to the wrong house. As you might imagine, the lady next door was none too pleased about some dumb ass knocking on her door looking for a rub down, so she was watching the place like a hawk, to where you couldn't even park there.
With the new law, nobody can afford to take even the smallest chance. Have no idea where the new location will be; it's going to be tough to find an idiot proof location where people will look the other way.

That whole shopping center is a red light distract: you have a sex toy store, strip club, gay club, arcade, and even another parlor.
That makes easier to blend in compared to being in-between a daycare and a private home.
Really it's any areas that are too near residential areas that are problems.
Especially in smaller towns like Monroe and Salisbury.
Charlotte Uncles are not stupid and are well-aware of the major hotspots.
It's just they are too busy with actual crimes to be bothered, unless a Karen raises a big stink. With the new law, that may change though.

BUT I did not take it serious enough to think alpine would close up shop. Some weren't high on it, for me it's where I cut my teeth in this game. Made my monthly visit to 3429 on Thursday afternoon. Had to wait 15 minutes for massage to start, but all good. After my massage was completed, the lady that gave me the massage, mentioned that the last guy she was with, really scared her. She claims that after the massage and Happy Ending, the man refused to tip her, and threatened to call the cops on her. So of course, she just left it alone and he went on his way. Seems like a messed up situation.
