This place is in the building that has Loulen's Filipino bakery and restaurant on the first floor. It is in the upstairs slot that has the real estate for lease sign in the photo.
I don't see anything to indicate Chinese. If you drive by and see a lot of red grand opening banners then maybe Eric Shin is right but I would guess that most of the other businesses are Filipino. A lot of ethnic Chinese from the Filipines do go to great lengths to be sure you know they are Chinese even if they have a Filipino accent.
Has to be legit. Day spa to me says it is mostly for the ladies. This Yelp entry has all reviews by women and they also have couples massage with male and female workers.
