If you need to schedule in advance one of the local agencies might be your best bet. Failing that you're going to need to choose one of the older better known providers who travels on a regular schedule. They're not hard to differentiate from the others. There are also a few providers who post on this forum and work in the Raleigh area. I'm pretty sure the ones who take the time to post here (assuming it's not hateful responses to bad reviews) are professional enough to keep appointments.
In regards to getting blacklisted, put that out of your mind. The reality is that most sex workers are focused on the moment and not some appointment that might come later. That's why so many guys end up sitting in parking lots for 10-60+ minutes. She double, triple, quadruple or so forth booked and you got beaten to the room. If you want to be polite send a text saying you got rear ended and can't' make it but for most providers it won't even matter because you're just a number and they've probably double booked. FWIW, I've talked to several who double book because of the number of guys who flake or because they feel like it's feast or famine. With low end (and that doesn't mean low price) providers you have to look out for yourself which often does mean having a backup plan.
As far as getting their attention, GetControl's advice is great. Seeing dollars makes most of them jump. To reduce the flake factor I generally text I'm there and ask for the room number 5-10 minutes in advance of me being there. If I don't here from them when I'm a couple of minutes out and haven't double booked I park and give them 5 minutes to respond and during that time I'm sending texts or making calls to schedule a backup.

Your followup question is more complicated to answer. Quality of pics has some relationship to quality of looks of the lady. But the correlation is far from perfect. I have seen glamour pics which greatly exaggerate the looks of the lady. And I have seen ladies who just don't seem to photograph well and who look far better in person. Accurate pics are wonderful to give you an idea about the lady, but accuracy is not as easy to find as you might think. As far as service, there is not a lot of correlation between pics and quality of service in my experience. The best predictor of quality of service is reviews, which is why this board and analogous web resources are very valuable.

Do the pictures inherently represent the quality of the female? No. However, on the whole, it denotes a women who cares. Someone who spends her time and money in making sure that they look good. I think its deceiving to use pictures that aren't a true representation of yourself.

Many on BP use old selfies that are no longer a fair representation and that's a problem because it's about lure for $ and not about integrity.
