If I were LE I wouldn't admit it until the provider did something illegal, right? And the same goes for the provider: if she is LE and she will no until the crime has been committed, right?

Many male officers will even go further and allow some mutual groping or more, and only make the arrest after an agreement for payment of sexual services has been made. A exact amount does not have to be mentioned, just that it is possible.

The rationale seems to be that otherwise it would be too difficult for them to catch prostitutes and prostitution customers.

Entrapment only applies if the police coerce the person into committing a crime if they normally would not. If a person is willing to buy / sell sex to other people then it's not entrapment.
