Most LE still thinks it is OK to treat people of color differently, and in Minneapolis up until recently, the head of the Police Union identified with white supremacists. By and large these are not intelligent people, they have no capacity or ability to see the big picture or focus on society's highest risks, and they just want to get out there and bust some people so they can get a promotion.
