It's known as the "tourist tax", aka "stupid tax". You should know that living there. Tempted to go visit Tokyo to see if the talk of the matching their rates down to $$ is legit.
My best and really only guesses as to the folks arguing rates and making up reasons to justify themselves Getting suckered, is going into shops with zero confidence like they're new to the hobby. Walk in like you own the place.
