Need some legal wrangling to beat this

I happened to see the packet they've been giving and I didn't see anything about Relaxation in it, so it would seem LEO doesn't have the authority to say Relaxation requires a license if it doesn't say it in the statues; but, I'm not an expert and just speculating about that. Maybe they are assuming Relaxation includes some form of touching or massage, so it's being included. Like it was said in another review, there's more to come on this issue.
