So, I met up with Frankie for a few hours. Set up was easy a few texts and I wanted to see her in person before scheduling an out-call. The Pre-Paid cards all have a number on the back that's also in the barcode that they scan at the check-out, to 'charge' the card with the cash. When you get to her door, and confirm you're there, she (or he) will ask you for that number, then transfer the money, (or move it), off the card, while you wait. The pre-paid card you're holding in your hand you're while sitting in your car waiting on her room number to come by text. Is now worthless, and then you'll begin to hear crickets. Lots of crickets.

The scammer will insist you send her the information on the card before she meets you. From there they can withdraw the money online and transfer it to their account. You are out the cash and they never have to actually be in the country.
