My guess they are all handled by the same scheduler / booker / agent. I'm not sure if using multiple phone can help avoid being caught on LEO's radar. It's not a big red flag to me since providers is likely to meet the agency at least once to pay its cut and being with a local agency can help provide help / protection if they meet a bad client or got jammed up with stuff. Some agencies tend to recruit (from BP for example) providers from different states to serve their local area.
