Many times I've been to smaller restaurants and just ordered coffee. I do over-tip the server though, since she has to do the same amount of leg work and knows she won't be getting the same amount from a full meal though.
Between the bad economy, LE investigations, time constraints, general fear of FS dangers and health risks one can come across as a first-timer in a particular parlor, manual-only is understandable, but I would kick in a few extra bucks to please the provider.
