Chesterfield LEO activities
I read a newspaper article about the regulations that Chesterfield is asking the police to begin implementing. First off these are all new regulations that the board adopted in September. The regulations as written are intended to bring some management of the growth in number of parlors opening and prevent sex and minor trafficking. Essentially what the number of bills are requiring is:
1) Some structural and access standards.
2) The licensing of the parlors.
3) The registration and permitting of the providers and management.
At this time LEO is to go to the various facilities and explain the changes and assist in getting all of the paperwork initially established. There is no indication that they are to investigate and bawdy Illicit behavior.
There is good and bad to this.
Good:
It will make the managers and owners more inclined to keep their providers happy and employed thus reducing the turnover rates.
Better treatment of providers by both the management and clients.
Bad:
Parlor rates will be going up sot providers can get a larger share.
The expectations in tip could increase.
It will give LEO reason to drop in and check paperwork with out probable cause and to look for potential probable cause for later visits.
A reduction in the number of parlors operating within the county.
These are just a few thoughts off the top of my head. But it does clarify what the news reporting and being posted here with regards to LEO's increase activities.
