I would walk across. If you drive across make sure you have insurance that covers down there.
I won't go int ranking I will just list club name ranking is based on what you like:
Hong Kong, Chicago, Topical, Gloria Bar, Golden Palace, I think Adelita's is still closed.
Stay in the Zona Norte / tourist area, don't be drunk in the streets, mind your business, keep your head on a swivel.
Weekends are fun but really busy and crowded with more talent. Weekdays are less crowded less talent take your pic.
3-5 hundred should be a good amount but this is subjective.
Walking across the border is by far the better option. Walking across is faster & cheaper. No insurance to pay and getting to the Zona is cheap as well. TJ is realtively safe. But it is a good idea to always look and see who is walking behind you. I go in the evenings because the lines are much shorter crossing back into the US. Mornings is worst time to cross back or visit the Zona. The better looking girls don't start working till 2 pm.

There will be a constant stream of people heading that direction. You go through a turnstile, and into the border building. Now go through the foreigners line, on the right side, and they'll look briefly at your passport and probably just wave you through. They see you don't have a bag, and know you aren't staying for a month. Sometimes they'll ask you what you're doing and how long you're staying, just say you're getting some tacos and a couple beers. If they ask where, just say you're going to Revolucion (it's a street) and you're going to figure it out when you get there. These agents speak English, fluently. They're immigration officers but they take it nowhere nearly as seriously as the US ones do. Heh.
The form and fee shakedown thing is if you don't have a passport and / or are staying for a longer period. Worst case they scam you out of $20 and make you fill out a form, but this has never happened to me and if you bring your passport I don't think it will happen to you either.
Now keep walking, you'll pass an x-ray machine for people with bags. You don't have a bag, so just walk on through. There will be some National Guard / Army guys with AR-15's. That is normal, welcome to Mexico. Keep walking on the path. You literally cannot fuck this up. Now you're outside the building and there will be some street vendor people, musicians, whatever. Ignore them. Now you go through another turnstile that puts you out on the street.
Now you're really in TJ and you'll be hit up for taxi, taxi, taxi by dudes right there. Ignore them, they're shady. But off to the right, about 20 yards away is the actual taxi queue, just walk over there and tell them you want to go to Hong Kong. They may ask you for $10 (which is INSANE. It's like a mile away, LOL) but really, who cares? You can also Uber, but I'm going for ease here, not optimizations.
The taxi will take you right to Hong Kong. Your taxi driver will probably speak some basic English and will probably be a nice guy. Get out and walk to the front door of Hong Kong like a normal strip club patron. You'll get frisked and patted down, don't bring weapons, your own drinks, or drugs. Duh. It's fine.
Now you're inside. Walk around and take in the spectacle. Don't sit down right away. Get a feel for the club, realize there's at least two levels open and maybe a third if it's a busy night. Now get a beer from the bar or a waiter. Beers (for you) should be $5 and the bartender or waiter will be happy with a $1 tip. How you go for here is up to you, but I enjoy getting a seat at the back stage and tipping the girls. Especially if they are doing a foam show. Sometimes just grabbing a seat and letting the girls parade by. Say a lot of "no gracias" as waiters and some of the more entrepreneurial girls hit you up for drinks, sex, food, and whatever else. Up a flight of stairs and she'll talk to the desk guy and facilitate this. I believe it still costs $30 for half an hour (last week I actually rented my own room) and they'll try to sell you a condom as well. I usually bring my own, that's up to you. Now she'll take you to the room and she's yours for the fucking till time is up. Most of them are in a bit of a hurry and the dudes *will* knock when your time is up, or even a little bit before. Finish up and leave. Tip the cum guy $1 if they're there.
Now you can go back to the club and repeat any of these steps for a self-explanatory increase in costs / time. It's up to you. I like to wait till after midnight so there's basically no line.

At the outer gate, they'll want you to flash your passport to let you through into the complex, and then you just follow the signs for the line and rejoin the US citizen line (or Global Entry / SENTRI if you have it, sounds like you probably don't). They'll likely ask what you were doing in Mexico. Tacos and beers naturally, and how long you were there. Just for the evening. And whatever else they feel like asking. Don't bring back drugs or anything else, and you'll have zero issues.
Now you may have to Uber back to the Palm Ave trolley lot or something, but presumably you are comfortable navigating this part. The trolley only runs till midnight or so.
I did (basically) this just a few days ago, and have done it numerous times in the past. There's no guarantees in life but this isn't rocket science, you'll come out ok on the other side. Don't do anything stupid and don't leave Hong Kong on your first night. There's no reason to, there is PLENTY to keep you busy inside. Save yourself the money and don't wast time in US strip clubs. I don't drink either, I usually pound a street girl for $25, then head to HK and get myself a water and find a seat. Once you buy a beer or water and sit, you usually don't get bothered. Do the same at any of the clubs. Spend $4-6 on a water and sit and enjoy. You might come across a girl doing $20, but not likely anymore. To get completely nude, could cost you $30-45.
Really all depends if she likes you, believes you're safe, needs money, etc. As for anal, I've only come across this a few times in the clubs, but never on the street. As for facial, maybe 1 out of 20 will go for it. This depends to on the timing. Many times when I encounter it it's because the girls is about to head home and doesn't care about her makeup anymore and wouldn't mind a little extra money before calling it a day.

Musas is still somewhat budget friendly but with more and more girls going to 150.

Do's:

4) Take the Zona Shuttle to and from HK. Save yourself the stress. Also this is a chance to meet some cool people on the way.
5) Go on a Friday or Saturday. They have all the rooms and levels open on these days and have 150+ girls there for your choosing.
6) Go with a buddy. I went alone because I don't have any scumbag friends like myself who enjoy this life, but I believe you would have a better time with a buddy or two.
Do Not's:
1) Don't bring more than you need to. Only bring the money you want to spend ($300 is plenty), Passport and I'd. Don't bring your wallet, CC or anything else because it will get in the way and there are a lot of people grabbing on you and you don't want someone with sticky fingers taking something important of yours.
2) Don't drive across, just walk across. Although HK is 3 minutes from the border, the neighborhood between the border and HK ain't the friendliest. Also be on your toes while walking to the Ped East crossing. I didn't have any trouble but the people around the Jack in the box and McDonald's looked a little sketchy.
3) Don't feel pressured to buy drinks for the girls. Unless you are planning on taking the girl upstairs for some extra fun, just say no thanks.
4) Don't feel pressured to get a table. Same reason as above, just tell the bartender no thanks.
5) Don't get drunk. There are plenty of alleys around HK and I would not like to be on one of them with the real people who run HK.
6) Don't take photos or videos. Just don't do it trust me.

Saw a post that Tijuana probably costs $300 up from the old days. I somewhat agree with that if you're only taking up club chicas and don't have your own room. I don't think it is that easy to do two club girls, especially if both are HK with rising costs there, under $300. Tend to agree $3-$4 is probably closer to norm if doing two club chicas. But if you go straight street, can argue you can do multiple under $100. Definitely have a nice fiesta for $200 or a mix like I did this trip with one street and one club.

Make sure you negotiate upfront, I pay after not before, and be careful. If she changes tune and upsell once in room, hard to do sometimes, but walk. Your whole session will likely be that way. The Cascada hotel is notorious for knocking on the door early. Years ago I was there with a girl and they knocked on the door early. The guy tried rushing me by opening the door early as well. I like the CeCe hotel. They charges $7 for 30 minutes. The rooms are clean. The Ximian which is below is a awful hotel. The rooms remind me of a grubby closet. The hotel clerks are rude as well. This I know was staying there. For some strange reason they would deny she was staying there and get irritated for asking.
