The real blame is with Dave Yost, Ohio's AG

They are getting direction from the Ohio state government at present to make Ohio a "no fly zone" for any form of prostitution.
The real blame for this resides with Ohio Attorney General Dave Yost, who is trying to make a name for himself on the human trafficking angle. He wants the public to believe that every escort is a trafficked high school girl, and that he, Dave Yost, is the knight in shining armor. The attorney general position is often a stepping stone to the governor's mansion, which is what Yost no doubt has his eye on.
As I so often complain, the vast majority of the women in the hobby are old women who have been doing this for years, if not decades. (The current favorite on the board seems to be Dawn, who is 54 years old!)
I have been hobbying off and on for a long time. I have never sought the company of an underage girl, or been offered such. Heck, I can't even find decent 24-year-olds at present.
We were doing fine under Democrat Ted Strickland, and moderate Republican John Kasich. DeWine seems to have let Dave Yost make busting mongers a top-level priority.
And if they're managing to bust retired cops, who know all the tricks, then they can probably outsmart you, or me, for that matter.
