A lot of the funding is coming from the dept of Homeland security. They have been giving local police departments to pay for thing such as video cameras. It is not a crime to refuse to answer questions. But refusing to answer can make the police suspicious about you. If they think you're in a place you have no reason to be, like a well dressed local in a seedy area know for drugs and prostitution, that can be a reason to detain you while they question the hooker they saw you talking to. They deal with people lying all the time so they know how to poke holes in made-up stories. They know when you're lying and you know that they know.

The cops put the cuffs on me and I simply told them I offered her a ride and nothing more which was true. The cop got upset, because I would not say anything more. In the end the cop let me go. He gave this BS about how I was lucky that I was not arrested and how he would arrest me if he saw again in the area. One has to remember cops will harass you if they wish and there is not much you can do to stop them. These days I am very careful what I say to SW's especially if I do not know them. If the cop wants to be a real jerk he could cite you for loitering. My however is that if got a lawyer this would be dropped if you spoke to his superior. Or it most certainly be dropped if you went to court pleaded not guilty and asked for a trial. I seriously doubt any of they would arrest you, because they realize that a arrest like this is a waste of time.

Don't be a kiss-ass and don't be a dick. Keep calm, be reasonable (even if the cop isn't) and don't act like you are in control of the situation because you are not. Don't turn it into a pissing contest. I know it's a little rough on our male egos, but how bruised is your ego going to be when you're handcuffed, stuffed into a cop car and sitting on a hard jail cell floor for three days?
In our overly litigious society, cops are very wary of people suing them for false arrest, so if they don't have a case, they aren't taking you in. Yes, they CAN arrest you, but there are WAY too many lawyers out there and they don't care who they sue if they think they can make money, and suing big businesses and big government equals big paydays. Some states even hold individual officers liable in lawsuits now. I don't know if that's the case in Nevada.
Yes, cops can be assholes, but we've all met cops who were SO FUCKING COOL when they sure didn't have to be. Keep to your story, keep it simple, and keep cool. You will be surprised how far that goes. Also, keep in mind the kind of shitbags these cops deal with all day every day. How would you be after fifteen years of that? Look at how well we respond when a hooker treats us nice for a change. If you are polite to a cop, often they will deal with you from that angle. If the cop is still a dick, there's nothing you're going to do to change that. You can only make it worse.
One could sue them for false arrest. But my guess is that it would be fairly hard case the to prove since the office could simply claim they made a mistake.

The reason we have false arrest trials is because an arrest can ruin your life even if you are innocent. People lose their jobs and their families, get their cars towed, and spend thousands of dollars in legal fees because a cop made a mistake.
It's like challenging a referee call in the NFL. If you are right, you get your way, but if you are wrong, you lose a time out. Same with police. If you are right, you get the arrest. If you are wrong and ruin someone's life, you get sued.
