Lets call this what it is. From the monger side, it doesn't matter how much money or fame you have or how hot your SO might be the fact is that most of us have needs that are not being met so we seek them out somewhere else with a consenting adult. I have been to AMPs before and never once did I believe for a second that the person with me was underage or being held there against there will.
From the providers perspective, its called the oldest profession for a reason. No iphone is going to replace a woman. They can bust a few people for this every once in a while, but at the end of the day it won't put a dent into the business. Look at the drug epidemic that they can't get under control.

Does anyone know what led LE to that particular spa in the first place? Don't they need some type of probable cause to even start an investigation? Or they got bored and just started thinking of ways to conger up more $$$ for the city?

Figure they know about the rub maps site (cited in report), those reviews alone could put hundreds of places on the scrutiny. They seem to wait for a complaint or official to bother with it.
