This was in today's paper. Looks as if all the things that made the place attractive to people on this board are changing. I have driven by the place but never went there. Correct me if I am wrong, but from what I have been led to beleive this is not the kind of place that one stays at while on a business trip or on a family vacation. I am guessing at one point when IL 251 was US 51 (they changed the numbering in LaSalle/peru when they built I-39 a few years back and guessing it was the smae up in Rockford, albeit earlier) the place did attract people who were on the main highway and coming through town.

ROCKFORD — The owner of the Sunset Motel has agreed in principal to strict new operating rules that could allow the shuttered inn to reopen Friday morning.
Jennifer Cacciapaglia, city attorney, said the agreement requires the motel management to:
Provide armed security 24 hours a day, for an initial period.
Maintain a banned list of people who have been arrested on the property.
Communicate and cooperate with surrounding business owners.
Stop renting rooms by the hour.
Require guests to show a picture I.D., which the motel must photocopy and keep on record.
Ensure guests do not have visitors after 8 p.m.
According to tax records, the motel, at 2004 11th St., is owned by Bharat and Manisha B. Patel. Neither could be reached for comment.
Officials shut down the Patels’ business on April 4 for what they called an “infestation of prostitution” and the presence of illegal narcotics.
Cacciapaglia said Patel verbally agreed to the city’s conditions on Friday. If the final agreement is signed today, Patel can avoid a Wednesday morning court appearance.
The earliest the motel could reopen is Friday morning, Cacciapaglia said, which is 10 days following the shutdown.

Out of concern for maintaining the normal level of activity in my favouite mongering town, I checked out the tracks in Rockford last evening. Normal activity on the 7th street stroll, and more activity than normal on 11th , south of Harrison. On a run thru at about 6:30 PM, I counted 5 prospects south of Broadway, and 9 prospects between Broadway and State, mainly on 7th. The Flying Saucer is indeed closed up tight, as reported previously here.
After a nice dinner at a French-Viet restaurtant, I selected a new friend near Broadway and Parmalee. About 5'8" and 135 with long dark hair, 22 y/o and smelled wonderfully fresh. Didn't want me to use her name because she is a part-timer, just needing a little extra $$ for bills. Says she has a full time job in a shop somewhere, but had a disagreement with her boss, and is on a tempempory layoff. Alyways happy to help, we retired to a notell out west on State, and a good time was had by all. Two Jacksons for her and one for the innkeeper, and I went home a happy man. Have contact info and know where she lives, but she asked me not to share for now. Maybe later.

Met this one about 3 years ago or so. Gave me 4 different names all of of them beginning with the letter J.. Not sure if any of them were right. Told me she was real close to 30 and not a regular on the stroll but seemed to know some of the girls out there and how things were done. Gave a better than average performance. J gave me a warning and a big sob story at why she was out there doing this. Seems she did have a regular job as a waitress. She had taken pity on another waitress at the place she worked. This girl was also a herion adict. To support her addiction she supplamented her income as a SW. This other waitress was also a lesbian who hated doing guys and had a younger lover she was trying to convince she should become a SW game. Both of these women had lost their home for undisclosed reasons. J offered to let them stay with her and to repay her kindness they stole the money J had set aside to pay for the next months rent, that was now due. J was thus forced to come out on the streets in order to raise some quick cash. She was thus a bit unwilling to give any contact info. Nice girl to be around, none rushed and very anti drug, she did smell leike she was a smoker.
Normally would not have rembered all this but for the fact that she gave both of these other girl's names. Warning me that one or both of them were thieves and that I should be careful if I pick either of them up. They may be out there still so be wary if you find them, if they will rip off a friend doing them a favor chances are they will rip off a date. The older of the two, who was the waitress, was described as skinny blonde with scars on her arm (herion use?) named Sara, at the time she I was told she was in her early 20s. J suspected that Sara was the thief, but of ciurse had no proff, neither girl would admit to knowing about the $$$. The younger one was named Megan. About a month later I picked up a girl who told me her name was Megan. Rather cute, dark hair. Told me she was 18 (she would be 21 now). Had a good time with her but she would not let me take any pictures. She kept going on how she had just started doing this and needed to to support Sara. Never met a blonde SW named Sara but she sounds like a real winner adn one should be careful if you find her.
Hey Ralph, I'm surprised that your critics haven't said anything about your posts of Nancy. That is one FINE looking girl. Certainly not the type you find on the streets of Rockyford, or ANY where else for that matter. A girl like THAT could find lots of cash in Hollywood or She could be living at the Playboy Mansion with Hugh Heffner.
For all their bitching I have noticed that the critics have a tendency to look at all the pictures I have posted. IF they really did not like them they would not be looking at them.
Perhaps some of them have been seeing Nancy in the past. I suspect that at this point she is woking as a lawyer somewhere. Be kind of ironic if whe was working for the government having to prosecture girls who had gotten arrested for doing as she had done. If she had wanted to keep in touch she did have my number and from what I was led to belive she also had several other generous guy friends who were helping her pay for school.

Not been up to Rockford for awhile. Looks like I may have to put off my next trip there, or anywhere for ahile. Turns out owe tax instead of getting a refund. Will make $$$ tight for a month or so.
Did look at craigslist again and saw that there are a few more girls in the Rockford area listed. Without any pictures. also a girl who had been in the Quad Cities a few weeks ago is now stationed in Rockford. Sunny whose picture I had up before has a few new ones up along with her girlfriend Nautica. Says both can be had at the same time. Downloaded and am posting. anyone out there seen them?

Sunset owners agree to bring motel up to code
The owners of the Sunset Motel, 2004 11th St., signed an agreement Wednesday with city officials that will allow the shuttered inn to reopen under strict new operating rules.
As part of the deal, owners Bharat C. Patel, Manisha B. Patel and Lisa Jackson must bring the property up to code before reopening. City Attorney Jennifer Cacciapaglia said that would occur no sooner than next week.
After reopening, the owners must check in with the Rockford Police Department every day; provide a security guard 24 hours a day, seven days a week; maintain a list of banned customers; not rent rooms for less than 24 hours at a time; and a host of other restrictions.
The hotel was shut down April 4 because of to what officials called an “infestation of prostitution” and illegal drugs.
My comment: Most motels I have been to rent out rooms for less than 24 hours. Especially the nice ones. Check in will be at 3 or 4 in the afternoon. Then one must be checked out by 10 or 11 the next morning. So the normal is somewhere around 19 to 20 hours.

Rockford right to shut down properties that house crime
Business owners and landlords who turn a blind eye to illegal activities on their properties should learn a lesson from the experience of Manisha and Bharat Patel, owners of a southeast side motel that has functioned as a haven for people involved in drugs and prostitution.
The city closed down The Sunset Motel on 11th Street last week, displacing about 15 tenants. City attorneys determined that the motel was a nuisance after police had made numerous arrests on the premises for drugs. A property can be considered a “nuisance” if illegal drugs are found on the property two or more times over the course of 12 months.
Yet, Bharat Patel seemed puzzled the day police and city officials descended on his motel. He asked: Why? Why?
According to a reporter on the scene, city attorney Jennifer Cacciapaglia wagged her finger at Patel. “Why are we shutting it down?” she echoed. “We’re shutting it down because of all the hookers and the drugs, that’s why.”
Good reasons.
Actually, the Patels must have sensed which way the wind was blowing for the local motel industry. The mighty wind of change came from just south of The Sunset Motel, formerly known as The Flying Saucer, 2004 11th St.
Since October 2002, two nearby 11th Street motels that were notorious for drugs and prostitution have been shut down. The city cited the nuisance statute in closing the Rockford Motel, 3851 11th St., and the Sixpenny Inn, 4205 11th St.
When owners defaulted on loan payments, the properties went back to the bank.
As a matter of fact, Manisha Patel was quoted in a Sept. 23. 2003, story about the shuttered motels. At the time, Bharat was managing the Howard Johnson, 3909 11th St. She told a reporter she hoped new owners could be found to reopen the motels.
Cacciapaglia told the Patels she could keep their joint shut down for a year. The owners agreed Wednesday to some conditions for reopening. First, they will have to correct some serious violations of city building codes. There was only one working smoke detector among the 11 motel rooms. There were electrical hazards and fire hazards, including laundry vents stuffed with lint and cigarette butts.
Once the code problems are corrected, the facility may reopen under a strict set of rules the owners agreed to this week. They will have to provide 24-hour security and stop renting rooms by the hour, among other measures.
This is the kind of proactive effort that will help the city to get a handle on nuisance properties in Rockford. The city last year temporarily closed two groceries that either had allowed or ignored rampant drug activity in their parking lots. Both reopened under strict new guidelines.
In 2003, the city used the state’s nuisance statute to seize and board up three homes on Woodlawn Avenue because of repeated drug dealing at the properties.
Property owners who ignore this trend risk their property when they do so. To the city, we say: Encore.

The place is such a dump, they'll never get "normal" customers
All they'll end up doing is renting the room to a guy for the 19 hour time span and his room will be used by his hoes and their johns. Rotate the guy renting the room every few days and there is no problem.
Eventually, the heat will go away and the police will get back to fighting real crime and eating donuts.
The place, I believe, is Chantilly Lace. I recognize the door divider thing. However, I can't remember if both Chantilly and Exclusive had sinks in them, I'm pretty sure they both had, but Exclusive had them in all the rooms.
Since the zoning changes, girls have had an increasingly hard time making cash at the lingerie shops. They had a hard time even before the big collapse. I'm surprised more girls aren't out on the streets. I've never seen Justice before, but she doesn't look all that bad.
My theory: Take out is usually with girls who have been there awhile. If you can do fs in the shop, then you can probably take it out as well. Take out was (I haven't been to these places in a while, so I don't know if my info is current) or is easier at Exclusive. If it's available at Chantilly, typically it's from an older girl.
Man it seems like me an Chief are the only ones that like the LS! Haven't been up in a while. I got to quit being so lazy. I've been getting overpriced Escorts in Chicago, but it's always a chore. I like the reliability of LS.
Do they not make money because no one goes there? That's a problem I can live with.
I'll confirm that both places have sinks in every room (at least every room I've seen).

Her name is Justice. If memory serves me correctly the pictures look a lot like the inside of the Chantilly Lace LS I went to a few weeks ago. I paid more attention to the girl than the room. Was wondering if this is actually pictures from there or across the street. Have not called since I do not know when I'll be in town again. Cindy was one of my favorites. Had a whole lot of pics of her, but they all seem to have disappeared. Found this one while cleaning out the car a week or so ago. Only one I have.
Cindy was from a small town about 20 minute drive south of Rockford. Meet her right after she got out of high school. She had no clue waht she wanted to do and a stepfather who did not really like her so she was always coming up to Rockford to hang out with some friends of hers who lived in the stroll area. She of course wound up having guys trying to pick her up and since she had no job at some point decide it was a way to make some easy $$. She was real surprised that guys were hitting on her since in her high school class of like 60 there were 10 guys and 50 girls, so most girls did not get much attnetion from the guys. To make maters worse for her one of the guys was her cousin. She was not into drugs at least at first although at some point she did learn to enjoy them.
I offered to help her out and get off the streets when I first meet her, but she would have nothing of that. Instead she always acted like she was going to be going back to her mom's house staying there and at some point enrolling in college. Instead her life seemed to be a constant yo yo of being at her mom's house, finding some way to get up to Rockford then having her mom come fetch her and bring her back home. Mom was convinced
I did met her mom, and she wound up saving me from my one close call I had with Uncle Leo in town. I had picked her up at ehr mom's house, taken her to dinner then to the notell for some fun. Instead of having me bring her back home, Cindy had me drop her off at friend's in the stroll area. Appearently I was not paying much attention and the cops were watching. I noticed light flashing when I was about a block away at whihc point I decided to make haste in getting out of the area. A minute or two later a cop pulled me over adn started asking me questions about Cindy. I was able to answer them for the most part although the cop acted like he did not believe me. I acted like I had no idea why he mightw ant to pull me over or have her picked up. Cindy's mom at this point decied to call me and ask if I was planning on bringing her home or if she was staying some place with me for the night. Cop was annoyed that I had answered the phone but I said there may be a bit of a problem and asked him to explain it to her. Mom had no idea what Cindy was up to, not sure what she said. Cop had his buddy bring Cindy back to me and told me I was to take her back home. I did no questions asked.
A few months later Cindy's mom died, I think that is about the time she turned to drugs. At some point she was arrested and I am not sure what happened to her after that. Her stepfather never liked me, he did not really like her either and he never passed on any messages to her or let me know where she was. Hope things got betetr for her.
At some point I will be running out of these so someone else will have to start posting. Do have a few from some other cities also. Although from the looks of things there is little or no activity in Rockford. It has been about a week since anyone reported finding anything in town.
This one is Brittney. Found her in the winter of 04-05. Told me she was 18 and had her ID with me to prove it. She was a pettie natural redhead. She was a bit of a nympho and a real camera hog. Was sort of upset when I ran out of film. Claimed not to be a drug user and that she had a real job at MacDonalds. She did the SW thing for easy extra cash, McDonalds does not pay real well, plus she liked having sex. She did however know about the fact that guys talked about the girls they picked up on the street online. She was very adamant that I not put up any of her pictures that could easily ID her. Since she still may be out there and someone could tell her I will not be putting up any of those. I had thought about doing th blurry face thing that I discovered I could do a week or so ago. Decided not to since she also has several easily identifiable tatoos that wuld be hard to obscure without making the picture totally blurry.
Maybe the sunset will now cater to a new group of guests and offer high speed interent, hot breakfast buffet and free long distance calls from the room. Then again all the new regs may just make them close down.

My cousin Danny worked with Brittney at McDonald's and that photo Ralph posted was not Brittney. There must be some kind of mix-up.
Also, amazingly fertile new spot is the parking lot(s) down behind the Comfort Inn. I believe the street is Argus and there is a very populat nightclub just east of there. I have gotten lucky twice on weekend nights in the past month in there. Highly recommend; one girl in particular goes by "Gayle." She doesn't come out of whatever club that is until later in the evening and then normally just hangs out by her (?) car until someone nibbles. Medium height (5-7), decent build, long brown-ish hair. .4 for CBJCIR. Not bad under the circumstances.

I had planned to post the second part of my report / warning about my experience with Ann. But will not be doing so at this point. Someday I may and even upload a couple dozen pictures with it. From my observations the one thing on here everyone likes doing is looking at pictures of women.
I posted my experience more as a warning to others not to did what I had done. I saw no place on here for tales about falling for one of these girls. If I had I may have read some of these reports and chosen a different course of action from the one I did. I did think that I was doing the right thing trying to help a young woman who had not yet totally ruined her life. From what I have read on here a fair number of these young women have.
Needless to say things did not turn out as I hoped. Someday I hope to get over her and find some other young woman to piss away money on. That seems to be one of the few things I am to be good at. My record that I hope to never break is just over £3000 in a fortnight. As far as I know Ann is still out there and not in jail. At some point I would bet good money that she will be.

Well I know ther is more than one McDonalds in the ROckford area and since Brittney is a relatively common name I think there is a good chance there is more than one girl working there named Brittney who works there. I did have a picture of her with most of her clothes on not showing her tattoos that I am posting- I am blurring out her face. She does NOT want any of her co-workers to knwo what she was up to. I only saw her once, I have no idea how to contact her any more. she did have a cell phone but when I was next through town and tred it it was not working.
I would not say Brittney was my best. Although I would have done her again had I seen her. A fiar number of the better ones did NOT want their pictures online so you guys will not get to see them. The best one I decided to keep. The ONLY nude pictures I took of her were from our first date. She wound up taking those and I have never seen them. In some ways have not figured her out. She is a bit of a nympho, likes wathcing porn (had to subscribe to the two porn channels on sat when she moved in). At other times she gets to be on the prudish side, I have been unable to convince her to let metake any more pictures of her or try and make any porn movies of her own. I do NOT have contact info for any of the girls whose pictures I am posting. The few I did will have long since gone dead. Nice to know one is thought of in time of need.

I was recently in Rockford, for the first time in a couple years. I was only passing through, but the Golden Touch Massage Parlor appeared to be open. With the sign & lights. If this is true, why has no one mentioned it? I thought the word on this board was, they had ALL been closed down. The only one I have been to, in Rockford (twice), is the Oriental Massage on Broadway, which IS apparently closed. Anyone know?

Took the stroll tonight, couldnt decide between the LS or the streets.
Saw a couple of good prospects througout my drive and finaly settled on Melissa (she said that was her real name). 2 jacksons and some 1/2 and 1/2 later and I went home wishing I would have gone to EL or CL. I would give her about a 5 on looks, and a 3 on everything else.

You guys brought back a memory, or, a mammory for me. I went to Golden Touch many years ago. Walked in, was given the menu. An old lady with some huge breasts. I said to myself, "I have never done this, ok, go ahead, give it a shot. " In I go.
That old lady ran circles around me while I laid on that table. I'm telling you, she was all over the freakin' place. I strained my neck just trying to keep track of her and what she was doing to me. Golden Touch is still there because, I believe, it was grandfathered (and/or grandmothered) under the new laws, or, the old laws. Anyhow, it's been there awhile and I think that it got consideration based on a technical issue. Seems like Rockford wouldn't be the same without it. Maybe they should turn it into a massage parlor museum and make it a tourist stop.

The Hideaway is a victim of downtown blight. There was an article in the Rockford Register that a diner and the Hideaway were both closing since business has been dropping off downtown. Rockford Furniture which was right across the street closed down earlier in the year. Just not enough business downtown anymore.
Golden Touch is probably still there because they got video of our former gov and sexatary of state. Noble peace prize felon. The big headed ***** got 20 years. LMAO

Fork Please is a genius. There should me a Massage Parlor Hall of Fame and its host city should be Rockford.
My first MP experience was in Oct. 1971 and was actually in Peoria at a place called AA Studio. The door charge was - truthfully - $10. That included a 45-minute session that ended with what I thought the lady said was "an ogle."
Later, I found out what she said was "a local." Also later, I asked about "a double local." She told me to ask for it when the session started next time. So I did. Total charged = $17. So of course, I left the whole $20.

The MP Hall of Fame should include and Old-Timers Committee. My first three nominees for inclusion would be:

This one is Leann. She is one that I found once and saw out again several times, but avoided with a passion. Found her during winter and bundled up it was not obvious that she was on the successful crack diet. She was the first one I knew for a fact was a crack head. Did you guys like hearing rumors? This is all rumor......A few bad things happened to set the Hideaway back, they got busted and had to tear down the private lap dance booths, and the owner passed away. Tearing down the lap dance booths killed the action in that place.

The site as far as I can tell was designed to let people know if someone who victimized them is getting out. Abusive spouse etc. You have an option of having them send you an email when the staus of a person who is locked up changes (is released). I have done this with a couple of girls I saw regularly who are now wards of the state. Some have my phone number and hoping they no longer do since I have not real eager to have them contact me in my current situation.

“I know they wish the process moved along faster, but getting property up to code takes time.”

Well her is an actual first hand report from a couple nights in Rockford. Nice to finally get some. Mental health court provides a second chance

SCENE: Winnebago County Courthouse, Room 311. Chief Judge Kathryn Zenoff presides over weekly sessions of Therapeutic Intervention Court (TIP Court), otherwise known as mental health court.
In the benches each week are some of about 35 defendants who currently report to TIP Court. All have been diagnosed with a mental illness that contributed to their arrest on various misdemeanor or low-level felony charges in Winnebago County. All have agreed to the close supervision and strict rules of TIP Court. Zenoff requires some defendants to report weekly for status hearings; others appear less frequently. Most defendants see or call their caseworkers and probation officers several times each week.
TIP Court goals are to protect society, reduce the jail population and improve the lives of people suffering from mental illness.
TIME: 2 p.m., Tuesdays.
DATES: March 21, March 28, April 4, April 11.
KEY PLAYERS ON THE TIP COURT TEAM:
Judge: Kathryn Zenoff; her alternates are judges J. Todd Kennedy and Patrick Heaslip.

BACKGROUND: Winnebago County’s TIP Court opened Feb. 9, 2005, after an 18-month planning process.
Every Tuesday, before court, the TIP Court team meets in closed session to discuss each defendant’s progress or lack of it. Each defendant has a caseworker and a probation officer, as well as a public defender or a private attorney. By the time Zenoff convenes court, the team has agreed on a next step for each defendant on the docket for that day.
Some defendants will receive praise and, maybe, a token reward, such as Girl Scout cookies. Other defendants will get lectures from the judge and sanctions for not following court orders.
Sanctions can include reporting more often to probation or Janet Wattles Center, being held in contempt of court, having probation revoked and being sent to jail. Most are required to attend therapy sessions or life skills classes at Janet Wattles Center or the Silver Lining Club, a treatment facility and social club for Wattles’ clients. Their prescribed medications are closely monitored.
At least half of the defendants in TIP Court have “co-occurring disorders,” meaning that they have mental illness and substance abuse issues.
Zenoff said that even when she is forced to level sanctions at defendants who don’t follow court orders, she does so with the goal of aiding recovery, rather than just delivering punishment.
“I’ve come to expect that there will be relapses, both in substance abuse and mental illness,” Zenoff said of her TIP Court defendants. “When it happens, I focus on what we as a team can do to help that person get back on the path to recovery.”
In court, defendants stand before Zenoff as members of the team flank them on either side. Team members make their reports. The prosecutor or defender make motions, as needed. Sometimes, the defendant talks about struggles or triumphs. Zenoff speaks to each one. Sometimes she’s stern, her disappointment apparent. Other times she praises and encourages.

Kathy is 43, nicely dressed and well groomed. In addition to her mental health diagnosis, she is addicted to cocaine.
Despite the threat of jail, Kathy has continued to use cocaine, testing positive in her drug drops. The state has moved to revoke her probation.
She has been in drug treatment 11 times, but has never finished a program, according to her attorney.
Meanwhile, she is keeping her appointments with her counselor and her probation officer. She’s on a waiting list for a bed at a substance abuse treatment facility in Peoria.
“Kathy recognizes that her addiction is severe and she is struggling to stop using,” caseworker Char Sackmaster tells Zenoff.
Zenoff threatens Kathy with jail, imposing a sentence and then staying it, on conditions. Kathy must report for substance abuse counseling and come back to court in one week.
“If there’s no progress in response to that, I’m not going to have any choice,” Zenoff tells her. “This program gave you another chance. Otherwise, you’d be in a jumpsuit in chains on your way to the Department of Corrections.”
Gerald, a 59-year-old man with a diagnosis of paranoid schizophrenia, is doing great. Plans already are being made for the first TIP Court graduation, and Gerald will be one of the first two graduates.
Before getting involved in TIP Court, Gerald had not left his home for three years. He came to the program in March 2005 after being arrested the previous month for pushing down his 88-year-old father. Victims in domestic battery cases must consent to the perpetrators’ participation in TIP Court. Gerald’s father welcomed the help for his son.
Probation officer Virginia Desjarlais reports that Gerald is getting out of his home frequently now, riding the bus to the Silver Lining Club and other destinations. “He is delightful,” Desjarlais tells the judge. “He is doing everything he is asked to do.”
Ben Essex, the Janet Wattles case manager on Gerald’s team, says Gerald wrote an essay on coping to be submitted to the court.
“You have done a wonderful job,” Zenoff tells him. “Keep up the good work.”
She tells team members to make sure Gerald’s post-graduation transition plan is in place. Supervision will be less intensive after graduation.
Zenoff instructs him to continue taking his medication and going to group sessions.
Evie is 35 and this is the day after her release from Singer Zone Center, where she was undergoing inpatient treatment for mental illness. She’s on a waiting list for a bed at a substance abuse treatment facility in Peoria. Evie seems agitated and eager to talk to the judge.
“She is off to a good start,” Sackmaster reports. “She’s been out one day.”
“Actually, I’ve been clean for eight weeks,” Evie tells the judge.
Zenoff congratulates her and says she wants her to come back to court in a week.
“My kids can’t have me the way I was,” Evie says. “I have to get better for me so I can help them.”
“Obviously, you can do it,” Zenoff tells her. “You’re on the right track.”
Evie calls the treatment facility every day, as she has been instructed to do, to inquire about her waiting list status. Zenoff orders her to continue meeting with her probation officer and her caseworker and to go to Janet Wattles daily for her medication.
A bailiff leads 38-year-old Shawna into the courtroom from a holding area outside. She wears a jail jumpsuit and handcuffs.
Sackmaster reports that Shawna is on waiting lists for two inpatient substance abuse treatment programs. Public Defender Karen Sorensen asks that Shawna be released to respite beds at Janet Wattles, where she can spend three nights. Her days will be spent in an intensive day treatment program through the center.
“I know it’s hard waiting for beds,” Zenoff says, “but this court is serious. We want to see you succeed, but we are not going to tolerate deviation from the orders.”
It’s agreed that Shawna will be released from jail Thursday afternoon to Janet Wattles’ supervision. She promises to return to court the next week.
Elijah has not followed court orders. Essex reports that Elijah doesn’t go to the Silver Lining Club as regularly as he’s supposed to, which means that he doesn’t take his prescribed medication regularly. Team members know that Elijah has responsibilities in caring for his aging mother, and Elijah told Essex his mom had been in the hospital.
Zenoff lectures him firmly, but with a certain gentleness, putting him on notice to shape up.
“It is important that you take care of yourself,” she tells him. “Unless you take care of yourself, you’re not going to be able to take care of your mom.”
Karen is agitated. She’s 43, looks 65. She’s skinny, poorly groomed, her hair appears to have fallen out in patches.
Sackmaster says Karen hasn’t been going to her court-ordered meetings. However, the team has found a suitable apartment for Karen in a secure building, and she has moved in. She has lived on the streets at times.
Karen’s mental illness and longtime crack cocaine use impair her ability to focus and absorb information. The team is struggling to find appropriate treatment for her, as her short attention span makes her a poor candidate for traditional group therapy and most inpatient treatment programs.
Karen can’t wait to speak to the judge. She jumps in at the first opportunity.
“I gotta start back with my grooming, taking showers, keeping my grooming up,” she says. She also wants to find somewhere to practice on a typewriter, because she used to like to type and she’d really like to work.
“Those are good goals,” Zenoff tells her, “but first things first. You have to take your medication. You now have a choice. You’re in charge.”
The judge orders Karen to take her medication, meet with her team members and return in a week.
March 28
Shawna waits in the hallway outside Courtroom 311 with the other TIP defendants. Bailiffs Dana Coutu and Lenny White wait until the TIP team meeting is over to open the courtroom each week.
She spots a reporter. “In my opinion, Judge Zenoff is the best,” she says loudly. “She is awesome.”
Her hair is styled and she’s wearing makeup. She seems in a good mood.
She’s the first defendant to be called up to stand before the judge. Her team makes its report.
“I have great news today,” says probation officer Jodi GeRue. “Shawna improved a great deal over the week. She tested negative for all substances, which is a huge step.”
Sackmaster tells the judge that there still are no treatment beds available, but that Shawna is on waiting lists.
“Shawna, you have done a wonderful job and the whole team is proud of you,” Zenoff tells the beaming Shawna. “You were called first because you have put forth a lot of effort. You know and we know you have it in you.”
Zenoff orders her to attend the Mental Illness/Substance Abuse group at Janet Wattles while she is waiting to get into a treatment facility and to go to daily support group meetings.
Zenoff summons the bailiff to get two boxes of Girl Scout cookies from behind the clerk’s desk and give them to Shawna. Someone donated cases of cookies to the court, and Zenoff gives them to TIP participants as “token rewards” when they are making progress.
She advises Shawna: “Don’t eat them all at once.”
Sandra, 49, is getting ready to graduate from the program. She got to TIP Court after being charged with violating an order of protection, a misdemeanor. She had not been taking her prescribed medication for mental illness.
She has done well on medication and has complied with all the court’s orders. She’s at “Level 3,” the most advanced level.
Her team reports that she’s doing very well and continues to hold a job.
“You’ve made excellent progress,” Zenoff says. “There has not been a time when you’ve been in this court that we haven’t been able to commend you.”
The judge asks Sandra if she has any advice for the defendants who are sitting on the benches waiting for their turns.
“Listen to what they say,” Sandra says, gesturing to her caseworker and probation officer.
Desjarlais says she has “great news” about Evie, who stands beside the probation officer, smiling.
It may only be another two or three weeks before Evie gets into a treatment program. Evie has had clean drops since she got out of Singer. The judge congratulates her.
Evie is ordered to report to Janet Wattles for her medication, go to Narcotics Anonymous or Alcoholics Anonymous every day and attend group sessions at Janet Wattles twice weekly.
“I believe in myself,” Evie tells her. “I had said that I was doing it for my son, but I’m also doing it for myself. I had a rough weekend, but I stayed clean.”
Kathy continues to struggle. Desjarlais reports that Kathy goes to two NA meetings daily and reports to Janet Wattles daily for her medication, but she continues to test positive for cocaine. However, her levels have dropped, which indicates she is using less. It could take another six weeks to two months to get her into a treatment program.
Kathy appears nervous. Her arms are locked in front of her, as if she’s cold. She taps one foot rapidly.
“I will continue to reserve my decision about putting you in jail,” Zenoff tells her. “I know it is hard to wait ... You know what the consequences are. You are going to leave me no choice if you don’t comply.”
It’s Elijah’s turn, and Desjarlais stands beside him shaking her head.
“I am sad to say that Elijah is not in a very good place right now,” she says. He did not report for a scheduled drop the previous Friday, but he admitted using drugs over the weekend.
Essex reports that Elijah lied about his mother being in the hospital. He hasn’t attended his meetings and classes. Elijah says something about missing the bus.
Zenoff wonders what has happened. “You got cookies in December,” she says to him. She produces a document from his file and shows it to him. It is the TIP Court agreement he signed to enter the program.
“Why did you put your name on this line?” she asks. “I think by putting your name on this line that you think enough of yourself that you are willing to participate in this program.
“I am not going to have much of a choice. If you can’t follow the rules, I’m going to have to give you some jail time.”
She reminds him that it’s spring and the weather is nice. He’s not going to want to sit in jail.
“You have to be straight with the court,” Zenoff says. “I am not going to tolerate anyone coming into the court and lying to me. I will hold off on sentencing you to jail, but I will if I have to.”
Karen is unkempt and fidgety. She admitted to Desjarlais earlier that she used crack over the weekend.
“I am sad, I am just sad,” Desjarlais says. “I am worried that she’s continuing to use.”
Team members have said they worry about Karen’s health and safety on the streets.
Karen has pent-up thoughts to share with the judge.
“I don’t know why I use. I got upset. I have damage in my apartment. I slap myself in the face,” she said. “I don’t know what cocaine rock wants from me. I’ve said no to it a million times. I’m fighting it and I’ve fought it before.”
After a while, Zenoff stops her. “I hear you very clearly that you want to change,” the judge says. She suggests that Karen go into the respite beds at Janet Wattles. Karen does not want to do that. She says she needs to go to groups and learn what’s going on inside her head. The judge points out that Karen has not attended her required groups, and when she does, she doesn’t participate.
Zenoff urges her again to volunteer to go into the respite situation, but Karen protests.
“I am going to order that you stay clean for a week,” Zenoff tells her, adding that Karen also must attend specific groups, report for two drug drops and come back the following week. “This is all in your hands.”
April 4
Zenoff and some team members are in Boston at a conference, where they are presenting a program about Winnebago County’s TIP Court, which already has become a national model for cooperation among law enforcement agencies, the judiciary and treatment providers. Judge J. Todd Kennedy presides today.
Evie is called first.
“I got a bed,” she reports breathlessly. “I’ve been staying clean waiting for a bed, and I finally got one.”
She expects to go into treatment April 17. Sackmaster confirms that Evie has been doing well.
Shawna looks anxious and sad as she approaches the bench. GeRue reports that Shawna admitted using cocaine the previous week. However, she has been attending her required meetings. She’s still on a waiting list to get into a treatment facility.
Sackmaster says Shawna has agreed to go to a respite bed and intensive day treatment for support.
“You can’t use. That’s the bottom line,” Kennedy tells her. “I know it’s a continuing struggle.”
Shawna is crying. Her team reports that she’s still on a waiting list for a Peoria treatment facility.
“We need her to be clean and on her medication when she goes to Peoria so that she can process what she’s learning,” Sorensen tells the judge.
Elijah gets a good report. He had a clean drop. He’s been going to the clubhouse regularly. He’s taking his medication.
“He’s doing the best he can right now,” Sorensen says.
Kennedy tells Elijah to keep up the good work and come back the next week.
First thing, Karen hands Kennedy a letter explaining what’s going on with her. She tells him, too. Her manner is agitated; her sentences tumble over one another, evidence of her chaotic thought process.
There’s been a death in the family. Another family member is not supportive. Rockford is depressing for her. She thinks that going to church would help her, maybe.
“I’ve been here six years worrying, worrying, worrying,” she says.
After a bit, the judge asks for a team report. Desjarlais says Karen admitted to using drugs over the weekend. Sackmaster reports that Karen has not been going to meetings or going to Janet Wattles for her medication.
Assistant State’s Attorney David Gill, substituting for Michelle Rock, who’s in Boston, asks the judge to send Karen to jail for 14 days for not complying with court orders. Sorensen objects, saying that Karen is “doing the best she can” and that she is in TIP Court voluntarily.
“Her concentration level is so low, she can’t get treatment,” Sorensen tells Kennedy.
“It may do this defendant some good to be locked up for a few days,” Gill suggests.
Facing the prospect of jail, Karen confers with Sorensen quickly.
“She tells me now that she will go to the respite beds,” Sorensen reports.
While holding Karen in contempt of court, Kennedy agrees to allow her to go into the short-term supervised housing situation at Janet Wattles. She’s to report immediately.
Kathy apparently got the message that she was on thin ice with the court.
“Kathy has been clean now for a week,” Desjarlais tells the judge. “She has not used and that is a phenomenal thing.”
She reports every day and does drug drops three times weekly. Janet Wattles’ nurse Sherry Fink says Kathy comes in daily for medication and she’s doing well. Kathy’s attorney is optimistic that his client is “turning things around.”
April 11
Zenoff is back from the conference.
“I missed you, judge,” a glowing Evie tells her. “I’m as happy as a cat that just caught fresh fish. I’m doing as well as you would want me to.”
She tells Zenoff that she’ll be going to residential treatment within the week, and that she’s ready to change.
“It took me a while to realize that I had to hit rock bottom,” she says.
“You have been patient and persistent,” Zenoff tells her. “We as a team want you to succeed. I want to tell you I know it is going to be hard work. Take a day at a time and a minute at a time. This is a golden opportunity. Personally, I want to wish you well.”
Her team members give her a good send-off, too.
“There were times you were not happy with me,” Desjarlais tells Evie. “I respect you. You can always, always call me. I know you can do it.”
“We have faith in you,” Rock says.
A slightly tearful Sorensen wishes her well. Sackmaster, too.
Zenoff brings them back to earth.
“We’ve shared some personal thoughts, but we have legal requirements, too,” she says. “You are still under supervision of the court ... Going to Peoria is a condition of being in this program. This isn’t going to be easy. You are smiling now but you might not be smiling while you’re there.”
She orders Evie to keep a journal and write letters to her team members reporting on her progress.
As she leaves the courtroom, Evie gets hugs other defendants who are waiting to see the judge. Some of them tell her, “Good job.”
Karen has been sitting on one of the benches, rocking slightly. Her lips are moving, as if she’s talking to herself. She has spent several nights in a respite bed, coupled with days in the intensive day treatment program.
She’s seems more subdued in this appearance.
Desjarlais says Karen has made progress.
“It’s been a long time since I’ve been able to say she had clean drops,” the probation officer tells Zenoff.
Sackmaster says Karen has been attending her required group meetings.
“I see from the notes that Judge Kennedy found her in contempt,” Zenoff observes.
Karen says she will do better. “I am going to work very hard at staying clean and following the rules,” she promises.
Kathy has a new job and her drug drops have been clean. She’s still on a waiting list to get into long-term substance abuse treatment.
Team members say they are proud of her progress.
“It takes a lot to get things turned around,” Zenoff says, and orders Kathy to stay clean, attend groups, take her meds and report for drug drops.
“No cookies?” Kathy asks at the end of her appearance.
“Not this week,” Zenoff replies.
Shawna looks chastened, sheepish, as she stands before Zenoff.
“She had a relapse last week, but she came to Janet Wattles right away and got into a respite bed,” Sackmaster tells the judge.
Zenoff says she’s proud of Shawna for asking for help. The judge urges her to try to be patient as she waits for a treatment bed.
“I can’t say enough about this program and about you for giving me so many chances,” a tearful Shawna tells the judge.
“We are concerned about you, and we are concerned about the community,” Zenoff says. “You deserve a lot of praise.”
“I would be dead if it wasn’t for this program,” Shawna says. Zenoff says later she was “taken aback” by the comment.
Shawna hugs Sorensen as she leaves.
The docket is long. Zenoff hears status on eight or 10 more defendants, saving Elijah for last.
Desjarlais and Essex report that Elijah has not kept his appointments or attended meetings, meaning that he has not taken his medication or done drug drops. Zenoff is not pleased.
“Elijah, things for a while were going pretty well,” she begins. “Now, things seem to be going from bad to worse. The court is disappointed.
“I think we need to get your attention if you are going to succeed in this program. I am going to sentence you to 16 days in the Winnebago County Jail as a sanction for not following the court order.”
She stays eight days of the sentence, but Elijah will have to serve eight.
“I don’t do this lightly, but something has to get your attention,” Zenoff says.
Bailiff Lenny White leads Elijah through the side door, off to jail.
(As of last week, Evie still was in the Peoria treatment facility. Karen and Elijah had clean drops and were not required to be in court. Shawna had been admitted to a short-term substance abuse treatment program in Chicago; she’s still waiting for a spot in long-term treatment. Kathy was still working and clean; the court is going to require her to enter long-term treatment, even though she doesn’t think she needs it. Gerald and Sandra graduated, as planned, and their charges were dismissed.)

New ones listed both say they are 19. Might be the same girl. Photos not real good so cant tell for sure. They do list different phone numbers. First girl is Cindy. The second does not give her name, just says she is as hot as fire.
Just got an email from the prison system thing that I mentioned a week or so ago. Redheaded SW who goes by the name of Shannon and whom I have seen on numerous occasions over the years, has been released from Win. Co. jail reason given was furlough. Guessing she will be back out on the streets. She is one of those women who gave up a nice job, a husband and kids for a life of drugs on the street. In my opinion a big waste. I know many of these girls had shit lives to begin with and saw life on the steets as their only option. When I first met her however she told me she had recently left a job requiring an eduction that paid more than I have made in 6 of the last 10 years. If you find her treat her nice and she will be good to you and wont rip you off. She was smart enough to know that if she ripped off a guy he would never pick her up again and she liked having repeats.
I do have a few pictures of her scanned in that at some point I will be uploading. She however is one of the few Rockford women who I know whom someone else posted a picture of here last year.

At about 1:30 AM I was awakened by a call saying she was out and got this email. Since I still care for her I have subbed the name I used in my report for her real one.

You know, Jimbo, I agree. Just because these girls MAY be street girls does not mean they do not have basic rights. The girl in question "Ann" was stopped for a driving infraction in Rockford at 5PM on Wed and found to have a prior traffic warrant (for driving with a burned out tail light) that she says she just forgot about. She was arrested on the old warrant, booked, and had to pay a $650 bond to be released. And her car was impounded. Dumb to let happen, but it could have been anyone of us. Why does the state of Illinois have to tell anyone who wants to know that she was arrested and bonded out?
If she was a violent convicted criminal, then the state's policy makes some sense. But for minor traffic and driving problems? That's over the line, IMHO.

This will not let me edit that report to make the change in the original. Sometimes I see where I can edit my old reports other times I can not, anyone know why this is?
I think that anyone can call up county jail and ask if someone is there. Looks like they have a phone number in the email for doing so. I am unfamiliar with the system, so correct me if I am wrong. I dont know anyone incarcerated to try it out. But you cant get them to email you if your neighbor Charles Smith gets arrested and put in jail. But if you learn Charles Smith is in jail you can get them to tell you when he gets out. If someone you know is a guest of the county an automated system to let you know when they are out is much easier than having to call and ask a person. I do not know the facts in the case but I have never heard of someone being carted off to jail for minor traffic problems, only drunken driving or vehicular manslaughter.
It's been awhile for me although I have been reading alot. Glad to see another amp open in the area. Visited today and had a great session with (Nora). Not real sure about the name but it sound close. A little older then we like them but extras are definatel on the menu. Great table shower, if you have not been there, you have to go is all I will say. You will thouroughly enjoy! On the way out of town through 7th and Broadway, spotted a couple WSW about 5-6's but I had allready spent my load. Also saw a wsw about a 7-8 on 11th. Stay safe and cover up!

It looks as if only a couple of guys were interested enough in my spring break report enough to say so. Although one did tell me it was one of the best reports ever. So it will be some time if ever before I wind up editing the rest of my trip report for here. I cut about 70% of it since it was off topic and added a few comments. It does appear as if there are lots more guys reading these things than I thought since the pictures I used to illustrate my report have over 750 views each. Did not think there were that many guys involved in this "hobby" in Rockford. But it would explain why sometimes I could never find any girls when I was looking.
Unless I decide to finish the report in my almost non extant spare time or things change drastically this is going to be my last report. Since my return to the US I have been in regular contact with Katerina, the last of the girls I spent time with in Moscow. She is hot, a natural redhead, smart, fun to be with and good in bed. Cant think of anything else I would want in a girl expect for her being a bit closer- Hello big phone bill. She is exactly to the day one year older than me! Dont know if there are any other guys who wind up with a Russian bride older than them. Most guys I gather want a younger woman. I am not yet ready to get married since I do not know her well enough. Mom and dad were real surprised when I told them I found a girl in Russia. The only way she can come over here is on a fiancee visa. I do want to spend more time with her before we actually decide to get married. I never want an ex-wife. She can visit western Europe. I am planning to meet her in London next weekend and hang out with her there for a week. It may come as no surprise that I'll be paying for it all. I was there for two days as part of a trip in High School and liked it. Her English is pretty good but not perfect. Being somewhere where everyone speaks English should help her pick up more of it and give her a taste of what is in store for her. It will after all be a much bigger change for her if we decide to marry than for me since she will be moving over here. I get a cute wife with a foreign accent. She gets a whole new life in a strange new land.
If this happens I will not be out cruising for SW in Rockford again. Still drive the car I bought to do it. It gets much better gas mileage than the Porsche. I appreciate the advice and information you guys have supplied me. I
was a lurker for a couple months before signing up. I also hope that some of the info in my few reports has been useful and or of interest to someone out there. Would hate to think all the time I spent typing these up was wasted.

ROCKFORD –— A 28-year-old Rockford woman pleaded guilty Friday to a drug-induced homicide charge stemming from the 2005 death of 20-year-old Matthew Reafler, also of Rockford.
Reafler’s body was discovered Oct. 5 in his apartment in the 1200 block of Sixth Avenue. After an autopsy and investigation, Rockford police obtained an arrest warrant Oct. 12 for Renee M. Allen.
Winnebago County Assistant State’s Attorney Michael Combs said Allen admitted at a hearing that she was working as a prostitute the night of Oct. 2 when Reafler took her back to his place.
Combs said Allen shot a dose of heroin into Reafler, and Reafler passed out. Allen took Reafler’s money and left, Combs said.
Allen faces six to 30 years in prison at her sentencing hearing June 23. Combs said she didn’t mean to kill him. (well it is after all the intentions that count)

Was out and about about 8 PM, and saw several new possible providers. As I had already spent my poke for the evening, I was only a spectator. Saw a new sweetheart who gave me the "look" big time on Railroad street near 9th. She was walking on the north side of the street westbound and her "man" was walking on the south side. Not too obivous.
Another was eyeing traffic on Parmlee just north of Broadway. We exchanged looks, and there was no doubt she was working. Both these girls are WSW, the one on Railroad was about 22, and the one off Broadway maybe 25.

Picked up a "new" camera at a flea market about a month ago. Go my first roll of film back that included a number of photos taken on my trip to Rockford a couple of weeks ago.
Shots did not turn out all that well. They were taken from my car of girls on the street and have a bit of a motion blur in them. This camera handles exposure differently than my old one. The girl in the first picture I think knew she was having her pic taken stopped and looked at me so it turned out the best of the lot. Plus I was also stopped at the time, waiting for someone in front of me to turn. I circled around the block to try and pick her up but she was gone. I did not pick up any of the other girls.
Since I lost my camera taking it into a hotel room last fall I did not risk trying to get any photos of the girls I did pick up. Real cameras that use film are very hard to buy these days.
The final photo is of a house on Fifth Ave I saw biker chic Jen, who I saw a couple of times last year, hanging around at earlier this year. Check my old reports. Never was able to gather her attention when I saw her there. Liked her and want to see her again. There is a lot of public information online and being made available to whoever wants it. A couple years ago I picked up a small town newsppaer that had a weekly crime report for the county. It listed what appeared to be every traffic ticket writen for the past week, along with all the calls made into police for things such as complaints about a barking dog. The state of Iowa has all of the court cases for every county here going back to the early 1990s available to anyone online. I looked myself up once and saw all the traffic tickets I got including one I got out of when the cop who wrote the ticket failed to appear in court. Iowa however only has 1 county on the prison system reporter. As far as I know there is not a statewide system for Illinois court cases, however several counties do have them.

now on the report: my first for the area. i was disappointed, but did learn a few things about the town. well i got into town about 530 pm and got a motel on state. had i know it was as bad as it was i would have not stayed there. damn awful place. the only reason i picked it was because the said i could have guests and there was no curfew. at first i called the place on 7th and they had a curfew and the place was guarded from 8 pm to and don’t know when, but i imagine it was into the morning, by off duty cops. not for me. the only alternative was for the dump on state street as i was on foot and i wanted to be close to the action.
now the experience: it was total shit for me. about 6 pm i went out for a walk from sixth to broadway, and back up 7th. on my way up seventh i did see that girl that looked **** and we both decided to take a pass at it. i think it was about fifth or sixth, near to the mexican bar on the east side. i get back to the hotel to watch some tv and thought i would try again a little later.
ok so now it’s about 930 and i decide to take another walk. again nothing, damn. however i did see and have the displeasure of meeting and talking to diamond. nasty, niasty, nasty really, its really nasty stuff!!! two words or of his/her mouth and i though i got to get the hell out of rockford if all that is here is **** girls and tvs.
i figure back to the hotel for a brief rest again. up about midnight, i though at least i can get in a few beers at the bar. at this point i am feeling a little dejected so i go bar hoping along seventh. don’t know much about the bar scene there, but hay, if i am not going to get laid, i might as well have a few drinks right. little do i know it’s all mexican there? nothing personally against mexicans, i just felt out of place since i do not understand the lyrics of the music or speak the language. one beer and i walked out. so anyway i get down to a bar on broadway and state. i think the name of the place was the cap or the cat or some such nonsense. seen about 4 people in the place but it does not bother me, until i ask for a drink. i ask for mgd right and the hillbilly there asked me for an id (he really did look like a hillbilly). now i have had just about enough of this crap. i ask him why does he need an id from me (mind you i am 43 and look nothing like i did in my twenties). i have a potbelly, which i am not proud of a moustache, and starting to gray. i no way in hell do i look under 21. anyway i pull it out and he says that he can’t accept it because the plastic was coming off. wtf!!!!!!! i just turned to him and called him a fucking asshole and walked out the door. i am thinking about just coming back there to tell him what a stupid hillbilly redneck he is and spit on his floor and walk out the door. i should have done this to begin with, but my mind was elsewhere. then i went to the other place on the northwest corner. another mexican place, but this time i did not care. i just wanted a bear and stay for two and left a good tip. ok so i thought i would head up the other mexican bar i was at before because beers were cheap, only a dollar a beer and with a price like that you just cant beat it. i drink a few beers there before closing time and then i left. i decided to try on last time and low and behold, there that are. i would not say there is a stellar selection, but nevertheless, they were doable. black girls were at the top of the hill just south of the marathon or quick mart. one was cute. she had slightly blond hair and was trying to negotiate with here and she offered to go behind the house. that type of arrangement is not for me so i pass. anther girl was cute but slightly overweight and i did not talk to her. another girl was cute as hell, and very fuckable, very fuckable. hottest girl i seen in a while, but she also wanted to go behind the house and on top of that wanted a c note for it. not for me, again. i next run into another black girl which was in her forties i guess. one good thing about her is that she said that she had a room that we could go and do it if i liked. it would have been ok with me, but the coke thing buts me off really bad, the other girls were in there twenties or late teens. all said they were into the rock, i seen what rock does to people once they start to do it and it’s not nice. no way in hell i am going to do that when i am on foot. it’s just my luck right.

next, its always better go with someone you can rely on to point out the decent areas to get a beer and to find out where the sws are. i think there must have been some good bars there; just i did not see any to my liking. also i think there must be other places where sws hang out at right, or am i wrong. last thing is stay away from that dive motel on state. pickings are really slim for cheap places to stay in rockford, but next time, if there is a next time for me i will wait until i am ready to crash and maybe i will to that place on seventh. the woman told me that they have renovated it, so i imagine it can not be that bad although i am not crazy about having cops watch my every step when i walk though the door. guess i will have to find another place to stay and maybe next time i will get a cab about 1 in the morning and see if i can get some girl for the night.

Was out and about in Rock'ville on Tues evening, and not sure what to expect after a sweep and a sting in 10 days. Sounds like the new police chief is trying to make his mark quickly.
At 6PM on a loop from Sandy Hollow all the way up to State street, I saw three known providers and two suspects. One of the suspects was passable, but I did not stop as I was on my way to visit a friend. Later, about 8PM, I scouted out the 7th street track fully, and found 6 or 7 familiar faces. Two near the VFW on 7th, and two more at the bus stop across from the quickmart near 7th and about 11th ave. One very heavy set black girl in a short terrycolth type short jump suit, that really hurt my eyes was stoping traffic at Railroad and 8th Street.
Down near Broadway and 8th street I saw a new girl who gave me "the look" as I drive past. When I circled around the block, she was getting into a van in Gray's parking lot on Broadway. A little 'goth' for my taste, but the best of the lot, and I was too slow. Contuined on across Broadway and down 11th. Two walking on 11th on the west side, just north of Harrison. Another on the phone (?) at 11th and Alton. Not interested, so I stopped for a beer at the bar across from the Penny Pincher, and then back to Chicago horney.
Overall, traffic is down and activity is maybe 40% of a normal evening. LE presence was almost nil, and new FRESH faces were rare. Decided to check back in a few days.

I'm going to upgrade my review on this place. Second visit. I will be back. Saw Nora again. Haven't seen any other provider at this place; not sure there is one. Outstanding massage/service with hand release. It's a little more expensive than similar Rockford area places, but it's comparing apples and oranges. If you're looking for lots of extras, I know nothing. If you're looking for an excellent massage and hand release (safe sex) at a reasonable price, this is the place. Sauna is still too damn hot; it's in an ill-advised location; and the provider smokes too much, but I hope it sticks around. Today I got the following email with a link. Just from browsing the ads I have noticed a fair number do not seme legit- many seem to be ads for porn sites or cam girls. I have only posted photoes from ones that I suspect may be real girls one can meet up with. Since I have been looking at both the Des Moines and the Chicago listings I have seen some ads that have the same picture and say the girl is in both cities. Wes out and about in Rockford Tues evening about 8-9PM or so. No shortage of activity, in spite of the recent sweeps. Many to chose from, most below average, a few winners. One new face, Cherri, on Alton, near 11th Street. About 25, slim, with long light brown hair. Maybe a 6, but fresher than most in Rock'ville, with a good attitude. Wanted $40 for half and half.
Found out some news about the only notel that most of us use. The local police have been pressureing them to end their short-term rate, and only offer all night or weekly rates.

I know this might be hard to beleive. Not everything that is on the internet is true. I replied via email to an interesting sounding ad I saw on craigslist yesterday. Today I got the following email with a link. Just from browsing the ads I have noticed a fair number do not seme legit- many seem to be ads for porn sites or cam girls. I have only posted photoes from ones that I suspect may be real girls one can meet up with. Since I have been looking at both the Des Moines and the Chicago listings I have seen some ads that have the same picture and say the girl is in both cities. There is a photo on the page the link goes to that I have seen on CL.
I have also noticed that there are a fair number of adss with a Rockford phone number ending in 5344. I posted a couple of these pictures here. I have however seen on CL a number of people who say to avoid these girls. They are real but they are also a rip off.

ROCKFORD — Police arrested a 52-year-old woman, a suspected car burglar and 18 other people during a late-night prostitution sting Wednesday.
Fifteen to 20 officers, plus a contingent of attorneys from the Winnebago County State’s Attorney’s Community Prosecution Unit, targeted an area in the Broadway, Seventh Street and 11th Street neighborhood from 4:30 p.m. to midnight.
Male officers posed as customers, or “Johns,” for the operation, which was aimed at arresting street-level prostitutes. Police have also conducted stings where female officers dress as prostitutes to target Johns.
Wednesday’s sting was the second large-scale sweep this year, said Deputy Police Chief Michael Booker, who said there will be several more before the year is out.
Yet, the neighborhood remains a magnet for street-level prostitution and drug sales.
“It’s not unlike any other business,” Booker said. “This area has become an established marketplace (for prostitution) so people come to the area looking for prostitutes. As long as there are customers, the prostitutes will go there, too.”
Prosecutors were on Wednesday’s detail so convicted prostitutes who were picked up during the sting could be immediately charged with felony prostitution, which carries stiffer penalties.
“It’s too early to tell what the overall effect of that is, because a lot of the cases still have to make their way through court,” Booker said. “But immediately, it makes it harder for them to bond out of jail.”
Those arrested Wednesday and the charges were: Sandra F. Haney, 36, felony prostitution and possession of drug paraphernalia; Lindsey K. Beardsley, 21, prostitution; Rebecca Dufoe, 33, soliciting rides on a roadway and battery; Felicia A. Wiley, 26, prostitution; Susan Moore, 35, felony prostitution; Tommy W. XXX, 36, violation of the Illinois Controlled Substances Act and city of Rockford failure to appear warrant; Kenneth XXX, 40, city of Rockford battery warrant and Illinois Department of Corrections parole violation warrant; J.D. XXX, 35, city of Rockford vehicle invasion warrant; Leslie A. Peavy, 25, felony prostitution and city of Rockford vehicle invasion warrant; Melena M. Lasalvia, 24, prostitution; Leah M. Shackleford, 26, prostitution; Mary Ann Smith-Jones, 34, soliciting rides on a roadway and possession of drug paraphernalia; Suzanne Craig, 52, prostitution; Robin R. Lowe, 34, prostitution; Diane M. Craigslist is just a big classified ad site. There are ads ranging from cars, to jobs, to computers to personals.
I have found there are girls in 3 sections:
1) w4m women for men, these are women who are looking for relationships, dating, marriage and stuff. Sex may come somewhere down the line. Not a lot of spam but some.
2) Casual encounters people looking for no strings attached fun. The bulk of the ads here are from guys looking for women, a few of guys looking for other guys and even fewer of women looking for men. They are all in one section. Women looking for men most are spam, a few are real.
The girl I met was listed here. I met her went for dinner. She was real nervous about having sex with a guy she had just met and did not want things to proceed further that night. She acted like she might want to get togther again. She has never replied to my emails or phone calls and I stopped trying. Do not want her to think I am a stalker or something.
3) Erotic services- lots of spam for cam girls and escort sites where you have to pay to get contact info. There are a fair number of girls who offer services and have contact info. The girls I have found in Rockford are in the Chicago section. Most big cities have their own section. Chief Epperson says, bottom line, the city's crime rate is unacceptable.
"It's hurts economic growth; it hurts quality of life. It hurts individuals who may want to bring families to Rockford. No one wants to go where there's decay, where there's blight and there's crime," says Epperson.
FBI statistics released this week show Rockford's overall crime rate is down by 5.17 percent. Property crime, burglary, larceny and motor vehicle theft have taken a dip, but robberies, aggravated assault and murders are up. There were 19 murders in 2005 compared to eight in 2004. Epperson says attacking the smaller problems is the first step in bringing down violent crime.
"I'm a firm believer in the empirical evidence that if you take care of the small problems, the prostitution, the littering, the loitering, the public drinking and the curfew, those don't lead to big issues. It's been done in cities across the country, Indianapolis, Miami, New York, and that's certainly what we're going to focus on here in Rockford," says Epperson.
And Epperson says making Rockford safer must be a community effort.
"The police alone can't solve this problem. I need citizens, I need community groups, whether it be Ceasefire, the Boy Scouts, the Girl Scouts, the Park District, everybody has to collaborate together to help us out with this crime problem. Police alone can't do it," says Epperson.

I make it to Rockford a couple of times a year. I'm glad I checked out this forum before arriving today. I don't know all the street names very well so please forgive my street name accuracy. During my cruising today I saw two girls flaunting it at the corners of 10th & 7th Street. I drove by a couple of times and was surprised that the girls were talking (negotiating?) through the driver's windows of the cars :( On another pass I see a white two door car on 10th with one of the girl talking to the guy through the window. A short time later I see the same car a couple of blocks away with this guy in dark pants, navy blue t-shirt and wearing a fully-loaded police utility belt going through the car. Strange thing is, nobody else is around. Another pass a little later I see a a different guy dressed the same way (belt, gun and all) finishing up with some POS blue car on 10th. A little later on another pair of girls are working this corner hot and heavy. I saw one of these girls get out of a two-tone blue, full sized van parked on 10th at the the south-east side of the same intersection. This van had what appeared to be illegally-dark tinted windows in the back, which were aimed at the corners on the intersection. Another pass a little later on, same girls AND same van parked in the same place. Another pass later, same thing. Then on an extended cruise I think I think I stumbled on to the stagging area. I don't know the street names, but there's this big fireplace store or distributor a few blocks east of this intersection with a big parking lot on the side street of the store. In the parking lot were several cruisers, two paddy wagons, several cops standing around, and what appeared to be one of the girls for the "tnext round".
Scary stuff - watch for the news story in the papers. :(
EDIT: The above transpired early in the evening. Wen't out later and found the same girls (different cloths), AND VAN just north of broadway and 8th. A little later they moved their show to 12th & 7th. Also saw a number of people being cuffed in the stagging area.

I have a great idea. Let's let the Boy Scouts arrest the hookers. Then the Girl Scouts can work on the dryg dealers. The Park District police can make sure no one is stealing the trees and Ceasefire can work on the gangs. The Rockford police can then spend all their time looking for kids that are skipping school. Even thought schools out for the summer. It's priorities, Epperson. Get them straight.

This was in the paper. Looks as if they are getting serious about cleaning up the town. Think they have done that down in Peoria. The cops have a website there and post pictures of prostitutes and johns arrested in town, before they are found guilty! They have not posted any new pics there in over a month so I guess they have cleaned up the town. There might not be any girls out by the time I get to Rockford again. Not sure when that will be. Some of the names here I recall seeing in previous arrest reports.
County official wants tougher prostitution laws June 21, 2006
ROCKFORD REGISTER STAR By Chris Green
ROCKFORD — A repeat offender of prostitution sentenced to a maximum of three years in prison can be back on the streets flagging down motorists in as little as 12 months, Winnebago County State’s Attorney Paul Logli said.
“They get day-to-day credit, so that’s 18 months, and they get two 90-day reductions, one for meritorious good time and one (to alleviate jail) overcrowding,” Logli said. “So while we are charging, it is possible they could be back in the jurisdiction within the year.”
Logli made his comments Tuesday in light of the Rockford Police Department’s Monday night prostitution sweep, its second in six days and fifth sweep of the year. A total of 123 people, several of whom are repeat offenders, have been arrested in those sweeps. Logli also was reminded of Police Chief Chet Epperson’s comments made shortly after he became chief: “The Police Department can do everything we can to arrest these people and hopefully get them prosecuted. But I need the state’s attorney’s office to take all the cases that we give them and expeditiously prosecute those cases. If I’m putting the state’s attorney’s office on call, so be it.”
Logli said prosecutors and the judges are upholding their end in the legal system to curb prostitution, including charging repeat offenders with a felony offense, punishable by probation to three years in prison.
“This office and the judges are doing their job, but you are dealing with a crime that is very common among a certain group of people,” he said.
Logli also said addressing prostitution goes far deeper than making an arrest and serving time in jail.
“They probably have a background of sexual abuse, alcohol and drugs and lack of education skills,” he said.
To get at the root causes of prostitution, Logli said, a portion of Winnebago County’s one-cent jail tax is set aside for a local agency to help women who want to escape the trappings of fast money.
“We have a residential program through The Salvation Army that works with women in a very holistic way,” he said.

With all the busts it appears as if more gals are doing CL to advertise their wares.
Some of these gals are in the Rockford section some are in Chicago.
Kiley and Hailey are listed in the same ad and have a 608 phone number, Wiscosnisn I think. The others all have 815 phone number for contact.
It also appears as if theer are some CL scammers in Rockford who are only listing on the Chicago section. They list a phone number ending in 5344. Several people have claimed they are rip offs. I have no first hand knowledge of this. What I do know is they have taken pictures of other girls from Rockford and then listed them with the 5344 number as the contact. I would not call this number.

Was in Rockford last evening and found the new chief has indeed had an impact. When I drove the track at about 6:30 I saw maybe five or six brave providers trying to catch. Not much quality, but a few acceptable looking ones. Passed as I was with someone, and when I came back thru at about 8:15 7th street was like vacant! Broadway was deserted, too. I drove from Broadway and 11th across to 7th, and up to State without seeing a single provider!
I visited with a friend who is out there most nights, and she told me everyone is being harrased and followed. She said she left her apt to walk to the pop store at 9th and Broadway, and was approached by two cops in seperate unmarked cars in three blocks. And she was not even working, just walking. She was too frightened to work! One car was a pale yellow Mercury and one was an old red Ford Escort, of all things. But both cops she knew.
It is a golden time if you have contact info, but it will not last long. This new guy has to let up soon. By drying up these girls' sourch of money, when many have a severe drug dependency, there must be a reaction soon. At the moment, it is a buyers market, but it will not last long.

Think you mean it is a seller's market if there are not that many girls out the supply is being dried up and they can raise their prices accordingly. Unless of course there are fewer guys out also. I have not been to town in almost six weeks so I just know what I read.
Maybe the girls that need their drug money will turn to other means to get it. Maybe they will all flock to get one of those minimum wage jobs that they aren't really qualified for. More likely they may turn to real crime, such as robbery to get their drug money.
It might also cause some of these girls, especailly the ones who are not on drugs, there could be one or two out there, to look at other options they have. She refused since part of that deal was to dump her boyfriend who she was supporting as a SW who was as old as her father. They had not yet had any kids.
Another gal I picked up in Rockford, forget her name, told me about a SW friend of hers who had gotten one of the guys who picked her up to falll in love with her. This guy offered to let her friend live with him and send her back to college, but this girl declined preferring life on the street. The girl I picked up acted real jealous of her friend and said she would have taken up the offer before it was withdrawn. She said she wished she had someone who cared about her half as much. Her father was dead and mother had remarried a guy who she did not get along with. The girl I was with told me how she wound up in jail, not for prostitution, and sat there for 30 days since no one bonded her out. A judge dropped the charges and let her out after 30 days since that was the maximum sentence for what she had been arrested for. When she got out the person she had been staying with had tossed all her stuff and had someone move in who could pay the rent. Life had really taken a bad turn for this young woman. She acted like she wanted to get her act togther but was in the situation of not having any cash to live on while waiting for a first paycheck from a real job. She told me she had been a full tiem waitress for a number of years. But now was addicted to the life of the short term big moeny of being a SW. I know I make a lot less per hour than these girls do.
So at least some of the girls out there have other options for the course their life can take, altough it appears as if some of them do not have the wisdom to make the good choice. Others are just going to find themselves in a worse siuation if they can not work the streets.

Was in Rockford on business Tues evening, and took a few minutes on the way out of town to check out the strolls about 8-8:30. The 7th street area, from Charles down to Broadway was quiet, and seemed to have LEO on almost every corner. If you like them old and stout, there was one provider on 8th Ave, just east of Kish.
Down on Broadway, there was activity near 9th Street. Three sitting on a bus bench, near Gray's IGA. I drove around Rockford strictly for recon purposes the other day. I criss crossed from 7th to 11th street, going 10 blocks North and South of Broadway.
I saw some definite possiblities but my question is where do you go when you pick someone up. Where is somewhere relatively safe you can go.
Should I sometime spend the extra money and stay at one of the dumps on 11th street?

I went on an extended recon mission in Rockford from mid-afternoon Saturday to mid-evening and was absolutely astounded by what I saw.
Daytime hours on Old Stroll are definitely down but other areas are happening. Girls seem more discreet, especially as you get toward Alpine or up north toward Loves Park.
Picked up a girl in a parking lot of a McDonald's up north just to chat her up. Said her name was Sandy and that she was originally from one of the Chicago suburbs and never really liked working The Stroll. Said one of her tactics was simply to linger around fast-food or convenience stores and make extended eye contact with possible clients. She said that invariably, someone bites.
She also said a couple of TVs were working out of the gay bar on Charles St. and apparently doing a brisk business along the riverside at twilight. One
apparently got cracked up by the Verdi Club not long ago.
She also said that a few of the local gendarmes are apparently working out accomodation with some of the fresher girls along the line. And that one girl has little house business going in one of those Munster-ish places over near Second.
Summary: Old Stroll diminished; many new possibilities aborning. Too much hypocrisy behind the scenes to make any true reform endure. Autumn leaves will be swinging more than ever in the Encanted Rock-town.

Sounds we were both out Saturday afternoon.
I checked out the regular tracks about 3:30 to 4:30 or so. While there were a few providers out there, all were staying well back, and often on side streets rather than on the main avenues. Took some hunting but I saw seven or eight in the Broadway area, or more north on 7th. But almost none at all on 7th street itself. Two over on Kish, near Gregory, and two on 11th Street a few blocks south of Charles Street.
Best luck I had was out on State Street, near Alpine, near the OTB office and the MacDonalds, not far from the old Rainbow Spa. Like Joey said, I found two at separate times, hanging around the Macs there. Second one I saw was Krissie, a girl I had met last winter, who was recently released from treatment for some chemical problem. Anyway,it was nice to renew our relationship.
The Track does seem to be changing, due to the LE pressure. I think most of Rockford would rather have the problem confined to a specific area, and not in the residential neighborhoods or formerlly "family friendly" areas. But that may be what is happening. Most of these girls I would not think would have internet access. I am about 99% certain that the CL girl going by Leah is the SW I picked up who told me her namewas Brooke. She wants about 4x as much online. Lisa I was fairly certain I had seen on the street, you confirm that. A couple other girls on CL I think I may have seen but am not certain.

Thi is from today's Rockford paper. If this keeps up pretty soon there will not be any girls out there to pick up. I had been thinking of heading to Rockford over the weekend but this is discouraging me. One of the names here is of a girl I met.
Fourth prostitution sting nets 19 arrests

ROCKFORD — Police arrested 19 people during a Tuesday night prostitution sting in the Broadway, Seventh Street and 11th Street area.
It’s the fourth sting in as many months since Chet Epperson was sworn in as the city’s police chief in April and, so far, police have arrested a total of 113 people during the sweeps.
“There’s a new police chief and a new deputy chief of field services, and we believe this problem has gone on long enough for this neighborhood,” Rockford Police Deputy Chief Mike Booker said, noting the sweeps are more frequent than in years past.
“We are committed to areas where this has been a problem and we will sustain our efforts in these areas until the problem stops.” Lawyers with the Winnebago County State’s Attorney’s Community Prosecution Unit joined officers during the detail, so they could authorize felony prostitution charges on the spot when appropriate.
Under Illinois law, the second time a person is arrested for prostitution, they can be charged with felony prostitution. A prostitution conviction is a Class A misdemeanor, while a felony prostitution conviction is a Class 4 felony. That’s the difference between up to a year in jail and a $2,500 fine for the misdemeanor and one and three years in prison for the felony.
Those arrested during the sweep and their charges are:

Hernandez, 38, felony prostitution and possession of drug paraphernalia; Susan R. Moore, 35, soliciting rides on a roadway; Diane L. Klabacha, 41, prostitution; Melissa A. Woolard, 29, soliciting rides on a roadway, violation of the hypodermic needle Syringe Act and an outstanding prostitution warrant; Serry D. Yoak, 32, felony prostitution and possession of drug paraphernalia; Mary A. Smith, 34, soliciting ride on a roadway and possession of drug paraphernalia; Sharisse L. Cash, 48, felony prostitution; Turina L. Cochran, 38, felony prostitution; Nakisha D. King, 28, felony prostitution an possession of drug paraphernalia, Tammy M. Dibbles, 23, prostitution; Erin N. Murphy, soliciting ride on a roadway; and Joyce L. Hocking, 43, prostitution and possession of drug paraphernalia.

I was in Rockford Thursday 5-7 ish cops all over 7th brdwy and the usual areas saw 2 vans working with about 5 cars. I stopped to talk to a guy at the gas station on 11th he said they are busting everyone. He told me if you don't even look like you should be in that area they will pull you over and read you the act& serch your car. I guess they would rather have rape and asults, rather then letting the lonley and sex craved people pay for it. They should look at the big picture. In nevada where prost. Is legel they have almost no rape, mollestings, insest, or sex crimes, I'm willing to bet those numbers will change in rocktown fast, Good luck, you all will need it. I'm staying far away.

Two people have been sentenced for their roles in a large prostitution ring operating out of several spas in Rockford.
A 40-year-old Rockford man was sentenced to just over four years in prison for his role in running local Asian massage parlors that were actually fronts for prostitution.
Found guilty of charges of money laundering and conspiracy Kenneth B. Lee was sentenced to 51 months in prison, an additional three years of supervision and fined $250,000, by U.S. District Judge Philip Reinhard Monday.
Joane Bang received three years of probation for the same charges. She pleaded guilty in March and received a lighter sentence for cooperating with prosecutors.
Their co-defendant in the case, Young Ja Hwang, still has to be sentenced, although no date has been set.
Several Rockford spas were busted in February of last year after investigators alleged that women who worked there were taking money in exchange for sex.

Guys, they don't just want it off the streets, but out of the storefronts and abolished from everywhere. Nobody wants it in their back or front yards, or even wants to know that it is going on. Joe and Jane Q. Public see no reason for any of it to exist, because it doesn't fit into their view of the world.
Most of us here know that wherever there are people, there are some sort of exchanges of sex for whatever those offering it need; money, food, clothing, shelter, whatever. If J. and J. were totally honest with themselves, this would be acknowledged and the sex trade in this country would find an appropriate venue for its various markets. When properly managed, I think that AMP's, escorts, and to a lesser extent strip clubs of various types fill the bill, but never last if they operate freely as that kind of market. In order to be a market, it needs to be visible, at least to a certain extent, and if it is visible, J. and J. want it shut down.
