Action on Melrose?
I was coming back from the DMV on Cole Ave.
As I drove down east on Melrose Ave near Vine,
I noticed a SW on the street corner. We made eye contact.
But there was way too much traffice to go back and turn.
The time was around 5:00 pm.
Has anyone had any luck on Melrose?
Please don't tell me she was a "he."
You know what would be funny is that if quite a few people get these brattonmobiles and they kept breaking down on Sunset while making U turn. Picture the scene in your mind, hehehe.
And as the cops comes we are leaving these and fleeing the scene, cause it will be cheaper to leave them there than having it towed. Hahaha I'm laughing just thinking about it, the media will be all over. Hey they may change the law if they see all these people just leaving their cars on Sunset. ...... just enjoying my wine and reading these posts.

On the odd occassion I have seen sw's in the Hollywood area in places you wouldn't think to look...Melrose being one of them. But you usually won't find the same action in the same spot repeatedly...and I think there are various reasons for this. Sometimes, the sw on just on her way to Sunset and you found her somewhere along the way...sometimes Sunset is just too hot and they simply just go to another area...or perhaps it's closer to home? I remember sometime last year I came across a very hot lsw in a bright orange short dress on Gower, about a block and a half north of Melrose. I stopped and talked with her and wanted to go with her...but, I saw where her place was and I declined (too many gang bangers around). However, there are the he/she's out there in the odd areas too, but remember all the signs and you'll be fine (big hands, adams apple, etc...). And other areas that I've seen (female) sw's in the recent past...Fountain, Bronson, Lexington, Cahuenga, Vine (watch out for he/she's), Wilcox (you would be surprised how close to the police station!), Cole, Delongpre, Yucca, Franklin...and a few others. And in those places, I wasn't looking but just happen to come across them. And as always...be very careful out there!

I finally got out to sunset after a few months hiatus. Several girls on the east end around 4am, but mostly bsw. went to the other end and saw a fine lsw that could also have been persian. Went cruising on sunset last Friday between Western and Vermont around 12:00am to 4:00am. Picked up a wsw and spent $400 (including $20 for a room) for an hour with her. If you pick up crack hos you will pay $10-30 for BBBJ and $20-60 for fs. There are a few on Sunset.
Now typical Sunset rates run $40-60 for covered BJ(They do not do uncovered) and $60-100 for fs. If the girls is even a bit attractive(ie not fat or black) expect to pay the top rate. Even if the sw asks for more, DO NOT PAY IT!. Most will be happy with a Benjamin. Of course, that doesn't get you an hour most of the time....all it gets is for you to bust a nut.

OK guys, last night (1-31) I was milling around the east end of Sunset for the hell of it, and saw probably more girls that I have in the last 3 months or so (warm weather??) Came up from San Diego yesterday and cruised from 3-9 with somesightseeing as well. Things were pretty dead since the last time in was in Hollywood. Saw ony 2 girls working. Here's a report from an out of towner!! First of all I gotta thank the contributors here, I travel out here from Boston once or twice yearly and I always check out the forum for some info on the areas for SW's. HornyMan - You're right tho' - some of those "ladies" on Santa Monica look better than the girls on Sunset. Although you can't see anyone on the street, but there's a lot going on. The obvious one are police cars. Even they hide in the side streets you can see their white reflective color in the dim street lights. A girl will pop-up suddenly when you drive by. If you don't react immediately, you turn back, and they will be gone, probably hiding. Any girls walking on the street will be too obvious.
I saw a tall girl with short mini-skirt pop-up. That will do it. I right turn into the next side street to wait for her at the junction, parked properly. She came over, I nodded, unlock the door and she got into the car. When I drove off, a police car rushed forward behind me from nowhere and flashed it's head lights to intimidate me. The girl said that's bad, but I drove off anyway calmly. That meant they have nothing on me. The moment I turned onto Sunset, a car horned at us. The girl said that's a stupid guy who tried to pick her up. But she didn't let him because he is too obvious, or stupid, or there's something wrong. Perhaps he hated me when the girl gave him up and walk a long way to my car. Perhaps he is a setup, so the whole party is angry when I ruined their good work by taking her away.
She put my hands onto her panties. She rubbed between my legs too. But that's not enough. She asked what I wanted. I didn't say anything until I drove some distance, and hide in the sidestreets. Got the job done. But I ever try it again it would be daylight. The girls are better if any.

Parking your car, and picking up an SW on foot is the only way TO do it without losing the car! You need to park in an area where your vehicle won't be noticed though (a crowded parking lot, or when I used to go to Hollywood, a quiet side street near Hollywood High).

Despite the confiscation law the chances of getting busted are fairly low if you take some precautions. The main thing is to drive away with the girl and to ask her to prove that she is not a cop. Drive a good distance from where you picked the girl up. Personally I like taking girls to dead end streets. This way you can see if a cop is trying to sneak up on you. The other big advantage to driving away is that you can tell if the cop is tailing you.
The other thing is try and get a feel for what the situation is like. If you are unsure try talking to the girls and asking the girls if the cops are cracking down. The other thing you can do is to try and hang out on the street for awhile. If there is a sting or some cops hanging out you will spot them. I have also noticed that that it's better to pickup girls in the daytime. The advantage here is that it is easier to spot a cop.

I am suprised to see that this board is so dead. Hollywood seems very lively these last couple of days. I was going home the other day on Wednesday and Thursday driving on Sunset Boulevard and there were atleast 10 fairly attractive street walkers out there.If you were on Sunset a little past western avenue near the laundry mat there were two cute white girls hanging out.There were several black girls working as well , but not very attractive. Two latinas as well with big jugs not fact fairly attractive. So come on guys tell us what you see out there and when you see it. Been cruising Sunset every other night after work this week and I've noticed much more LE activity than I've ever seen. Anyone else notice this? East of Western, I saw at least 3 LEs patrolling the area and I've seen a couple of cars get impounded in the Shakey's parking lot. Be careful out there.

I went to Hollywood to cruise the stip and DAMN. It was Saturday the 5th, their were 4 cop cars per block and each of them were pulling people over left and right.
One after the other they just pulled people over for nothing.
I saw people doing nothing and get pulled over.
I was their to shop at a few of the music stores so I paced my cruising and didnt get stoped but that was pure luck. Cops were just getting anyone they wanted for whatever reason they wanted to make up.
I swear that between Highland and Fairfax their were 20 cops in cars and motorcycles, I counted 6 on bicycles and 5 highway patroll.
It was like a war zone.
They think theyre doing good for the comunity but theyre not. Harrassing the residents will only damage the local establishments no matter how much tourism comes their way.
Action was very slow on sunset 7-13 from appx 4-5am. There were about 5 sw's out between La Brea and Fairfax. That included the brunette and blonde white sw's who always work togther there. The were by far the best looking sw's out last night. There were about 15-20 sw's(I guess I consider that slow for Sunset) out between Western and Vermont, but I rate none of them higher than sixes. Most were black, only a couple were caucasian and no latinas or asians.
A few nice looking sw's out this morning 5:30-6:00am(monday morning). One very skinny, young looking white/latina mix sw and another white or latina sw wearing white with red hair & stripper body. Also two black sw's that were very attractive. Also several others that were not so good looking including a chunky blonde. Unfortunately there was also some ass in a Porsche that kept picking up the good looking sw and then dropping them off right away. Maybe he was not offering good money, but I'll bet that he is some wierd fuck asking them to do nasty stuff. Anyway, the bastard kept me from getting some trim.

not much, they will try and question you and the girl seperately. The best thing to do just say you were giving the girl a ride. Just be sure to agree with the girl where you were giving her a ride to. Also be careful of motorcycle cops. Last year a motorcycle cop stopped me. They can hide easily.

A while back, I was once able to pick up a SW in the day time. I was on Sunset near Hollywood Blvd, and saw this cute white sw sitting where the buses are supposed to pick people up. Rule: P.C. Section 653.22, prohibiting loitering with the intent
to commit prostitution, is constitutional.
Facts: Defendant was observed by National City Police Officer
Steveson standing on a sidewalk, a area known for its prostitution
activity, waving her arms toward a passing vehicle. She was wearing a
black, tight-fitting miniskirt and a jacket partially unzipped to
reveal cleavage. When contacted, defendant told the officer she was
there for the purpose of engaging in prostitution, but that it was
okay because she had just arrived and had not yet made any money. She
got busted for loitering with the intent to commit prostitution, per
P.C. Section 653.22.
Holding: Defendant challenged her conviction on various
constitutional grounds, all of which were denied by the Appellate
Court. First, section 653.22 is not a violation of "due process," in
that it gives people adequate notice of the proscribed misconduct,
and provides the police with adequate guidelines for enforcing the
section. Secondly, the section does not punish protected First
Amendment conduct. "(B)eckoning to, or engaging in conversations"
with passersby, is not included in the "free speech" intended to be
protected by the First Amendment when done for purposes of soliciting
prostitution.
Note: Section 653.22 is a great enforcement tool. Upholding its
constitutionality, while appearing to be a "no-brainer," is an
important step in the use of this section to control prostitution.
Note also the similar H&S Section 11532; loitering with the intent to
engage in drug-related activity.

street prostitutes: "You come in on your wheels, we’ll put you on

quality of life crime, which brings blight and disorder into many

In this prosecution for criminal trespass in the second degree, ORS
164.245(1), the state appeals from a pretrial order suppressing
evidence of an administrative order excluding defendant from a
prostitution-free zone and from the ensuing order of dismissal. ORS
138.060(1), (3). We conclude that the order excluding defendant from
the prostitution-free zone was lawfully issued and that the trial
court erred in suppressing that evidence. Consequently, we reverse.
The material facts are undisputed. At 1:00 p.m. on October 7, 1999,
Portland Police Officer Duddy was on duty near the intersection of
Northeast 85th Avenue and Sandy Boulevard, a high vice area located
in a prostitution-free zone. Duddy was a highly experienced vice
officer who had worked in prostitution enforcement for most of his 13-
year career in law enforcement. Duddy had participated in between
2,000 and 3,000 prostitution investigations and had coordinated all
prostitution enforcement activities for Portland's Southeast precinct.
Duddy saw defendant sitting at a bus shelter near the intersection.
Because that particular bus shelter was often used by prostitutes
waiting for potential clients, (1) defendant's presence there aroused
Duddy's suspicion that she was engaging in prostitution.
Consequently, Duddy parked his car in the Grotto parking lot across
the street and began watching defendant.
As he watched, Duddy noticed that defendant was looking at passing
traffic and was trying to make eye contact with drivers as they
passed the bus stop. Duddy further observed that, every time a car
turned northbound onto 85th Avenue, defendant would turn to see if
the car pulled into the parking lot behind her. Finally, after about
10 minutes, Duddy saw a red Mazda pull into the Grotto parking lot
west of where Duddy was parked. The driver of the car looked over at
defendant, and defendant walked over to, and climbed into, the car.
In Duddy's experience those events were consistent with prostitution
activities. (2) Consequently, Duddy stopped the car based on his
suspicion of prostitution activities.
Duddy spoke with both the driver and defendant. Duddy asked the
driver if he knew defendant, and the driver answered that defendant
was a friend. Duddy then took defendant to the back seat of his car,
where he explained to her that he had been watching her. Duddy then
told defendant: "I don't want you working out here," (3) to which
defendant responded, "Yeah. Okay. I'll leave." Duddy regarded
defendant's response as an admission that she was working as a
prostitute. Duddy also asked defendant if she knew the driver of the
Mazda, and defendant responded that she did not.
At that point, Duddy arrested defendant for unlawful prostitution
procurement activity, PCC 14.24.055, (4) and served her with a Notice
of Exclusion excluding her from all Portland prostitution-free zones
for a period of 90 days. PCC 14.150.030 A. (5) The notice of
exclusion, which defendant signed and acknowledged she understood,
stated, in part:
"On 10-7, 1999 at approximately 1:00 pm, you were arrested in the
City of Portland in a Prostitution-Free Zone for one of the following
offenses: * * * Unlawful Prostitution Procurement Activity, in
violation of Portland City Code 14.24.055. Pursuant to the authority
granted under Portland City Code Chapter 14.150, you are hereby
initially excluded for a period of ninety (90) days from entering or
remaining in any Prostitution-Free Zone.
"* * * * *
"Appeal of * * * exclusion * * * must be filed within seven (7)
calendar days of receipt of the initial 90 day exclusion[.]"
After serving defendant with the notice, Duddy told defendant that
she was no longer under arrest, and released her. Thereafter,
defendant did not seek administrative review of the exclusion order
pursuant to PCC 14.150.060 (affording "any person" to whom an
administrative exclusion order is issued five business days in which
to seek review of the exclusion).
On October 20, 1999, Duddy saw defendant within a prostitution-free
zone in violation of the exclusion order and arrested her, charging
her with criminal trespass in the second degree. ORS 164.245(1).
Before trial, defendant moved in limine to suppress evidence of her
exclusion from the prostitution-free zone, including the exclusion
order. Defendant argued, principally, that the exclusion order was
unlawful because: (1) PCC 14.150.030 "authorizes exclusion only upon
a lawful arrest"; and (2) Duddy's arrest of defendant was not lawful
in that the "facts, as reported by Officer Duddy, do not support an
objectively reasonable finding of probable cause" that defendant was
engaged in prostitution activities. Defendant alternatively asserted
that Duddy's initial stop of defendant was unsupported by reasonable
suspicion and that the subsequent arrest and issuance of the
exclusion order were tainted by that alleged prior illegality.
In response, the state argued that defendant could not collaterally
attack the lawfulness of the prior exclusion order in the context of
a prosecution for criminal trespass. The state further contended
that, even if such a collateral attack were cognizable, defendant's
challenge failed on the merits because the stop was supported by
reasonable suspicion and the arrest and concomitant issuance of the
exclusion order were supported by probable cause.
The trial court granted defendant's motion. The court first concluded
that defendant's collateral challenge to the exclusion order was
cognizable in this criminal prosecution. (6) The court further
concluded, as to the merits, that: (1) Duddy had reasonable suspicion
to stop defendant; but (2) Duddy did not have probable cause to
arrest defendant for prostitution procurement activities or,
relatedly, to exclude her from the prostitution-free zone. See PCC
14.150.030 (requiring that a person can be excluded from a
prostitution-free zone only if he or she "has been arrested or
otherwise taken into custody within any prostitution-free zone").
Because the state could not proceed to trial without the excluded
evidence, the trial court dismissed the case.
On appeal, as before the trial court, the state argues that a
collateral challenge to the exclusion order is not cognizable in this
context. In that connection, the state vigorously asserts that our
recent decision in State v. Riddell, 172 Or App 675, 21 P3d 128, rev
den 332 Or 430 (2001), which sustained a similar challenge, is wrong
and must be overruled. Beyond that, the state reiterates its
arguments as to the lawfulness of the stop and subsequent arrest and
issuance of the exclusion order. Conversely, defendant, invoking
Riddell, defends the trial court's determination that the issuance of
the exclusion order was invalid because there was no probable cause
for the underlying arrest and--as an alternative basis for affirmance-
-attacks the lawfulness of the initial stop.
At the outset, we decline the state's invitation to revisit Riddell
in this context. However, as amplified below, we conclude that there
was probable cause for the arrest and consequent issuance of the
exclusion order. Moreover, we reject defendant's alternative
arguments pertaining to the lawfulness of the initial stop. We
therefore conclude that the trial court erred in suppressing evidence
of defendant's exclusion.
For analytical cogency, we begin with the stop. Defendant argues that
Duddy's stop of the red Mazda (and defendant) was not supported by
reasonable suspicion. See ORS 131.615(1) (peace officer may stop a
person whom the officer reasonably suspects has committed or is about
to commit a crime). In State v. Ehly, 317 Or 66, 80, 854 P2d 421
(1993), the court summarized the reasonable suspicion inquiry under
ORS 131.615:
"The statutory standard for the stopping and questioning of a person
concerning his or her possible criminal activity was intended to be
less than the standard for probable cause to arrest. The standard is
reasonable suspicion, and it requires an objective test of observable
facts. Whether the suspicion is reasonable often will depend on the
inferences drawn from the particular circumstances confronting the
officer, viewed in the light of the officer's experience. If a police
officer is able to point to specific and articulable facts that give
rise to a reasonable inference that a person has committed a crime,
the officer has 'reasonable suspicion' and hence may stop the person
for investigation." (Citations and footnotes omitted.)
That inquiry has both a subjective and objective component: The
officer must subjectively believe that the person stopped has
committed a crime, and that belief must be objectively reasonable.
State v. Belt, 325 Or 6, 11, 932 P2d 1177 (1997).
Here, there is no dispute that Duddy actually suspected that
defendant was engaged in prostitution procurement activities in
violation of PCC 14.24.055. Thus, we turn to the information known to
Duddy when he stopped defendant to assess whether that suspicion was
objectively reasonable. Belt, 325 Or at 13 (analyzing whether
the "information known by the officer" supported the officer's
suspicion that the defendant had committed the crime of solicitation).
Before stopping defendant and the driver of the car, Duddy observed
defendant in a high vice/prostitution area sitting at a bus stop
commonly used by prostitutes. During the 10 minutes that Duddy
observed defendant, he saw her attempting to make eye contact with
passing drivers in a manner "consistent with a working prostitute."
Duddy also observed that, every time a car would turn northbound from
Sandy onto 85th Avenue, defendant would turn to see if the car pulled
into the parking lot behind her. Finally, Duddy saw the red Mazda
pull into the Grotto parking lot, after which the driver looked over
at defendant and defendant, in response, crossed the street and got
into the Mazda. Those facts, viewed in light of Duddy's expertise and
extensive experience in prostitution-related investigations, gave
rise to reasonable suspicion. Ehly, 317 Or at 80 ("Whether the
suspicion is reasonable often will depend on the inferences drawn
from the particular circumstances confronting the officer, viewed in
the light of the officer's experience.").
Defendant, relying on State v. Brown, 31 Or App 501, 570 P2d 1001
(1977), nevertheless argues that those facts do not support Duddy's
suspicion that defendant was engaging in prostitution procurement
activities. We disagree. In Brown, police officers saw the defendant,
whom they did not recognize, walking in a high vice area frequented
by prostitutes. The officers approached the defendant and told her
that they did not want prostitutes in the area; the defendant did not
respond. Some time later, the officers returned to the area and saw
the defendant speaking with a known prostitute. The officers,
suspecting that the defendant was loitering to solicit prostitution,
stopped her and asked for her identification. A record check
disclosed that there was an outstanding traffic warrant for the
defendant's arrest, so the officers arrested her and searched her
incident to arrest. That search revealed a knife and, based on that
discovery, the defendant was charged with and convicted of carrying a
concealed weapon in violation of ORS 166.240. Brown, 31 Or App at
503. On appeal, we reversed, holding that, because none of the
defendant's actions gave rise to anything more than mere speculation
that she was either engaged in prostitution or loitering to engage in
prostitution, the officers' stop of defendant was not supported by
reasonable suspicion. Id. at 507-09.
Aspects of this case, particularly defendant's presence in a high
vice area known for prostitution, are similar to Brown. However, this
case is materially distinguishable from Brown in that defendant,
unlike the defendant in Brown, repeatedly engaged in acts--including
efforts to make eye contact with drivers over a 10-minute period and
consistently tracking vehicles to see if they were turning into the
parking lot that was a rendevous place for prostitution encounters--
that the highly experienced officer described as "consistent with a
working prostitute." Thus, in the totality of the circumstances,
Duddy's suspicion that defendant was engaged in prostitution
procurement activities in violation of PCC 14.24.055 was reasonable.
We next consider whether Duddy's issuance of the exclusion order was
supported by probable cause. (7) Under Article I, section 9, of the
Oregon Constitution, probable cause exists only if the arresting
officer subjectively believes that it is more likely than not that an
offense has been committed and that belief is objectively reasonable.
State v. Owens, 302 Or 196, 204, 729 P2d 524 (1986). Defendant argues
that neither of those components is present here. We disagree.
As noted, probable cause has both a subjective and an objective
component. Owens, 302 Or at 204. "A finding of subjective probable
cause does not require specific testimony from the arresting officer
but rather, can be inferred from the totality of the circumstances."
State v. Miller, 157 Or App 489, 492, 972 P2d 896 (1998), rev den 328
Or 365 (1999) (citing State v. Bickford, 157 Or App 386, 390-91, 970
P2d 234 (1998), rev den 329 Or 589 (2000)). The circumstances here
establish that Duddy had the requisite subjective belief. In
particular, at the suppression hearing, Duddy testified that, before
he even stopped defendant, her actions led him to believe that she
was working as a prostitute. Duddy also testified that he regarded
defendant's response to his request that she not "work" in the area--
"Yeah. Okay. I'll leave."--as an admission that defendant had been
working as a prostitute. That testimony, which defendant did not
challenge before the trial court, establishes subjective probable
cause. (8)
The issue thus reduces to whether, under the circumstances, that
belief was objectively reasonable. The state, relying on State v.
Martin, 327 Or 17, 956 P2d 956 (1998), argues that it was. We agree.
In Martin, an officer was driving to work near an intersection known
for its significant drug activity when he observed what he thought
was a hand-to-hand drug transaction between the defendant and the
passenger in a van. Two hours later, the officer returned to the
intersection, where he saw the defendant standing in the same
location. The officer stopped the defendant and conducted a
warrantless search of his person. That search revealed rock cocaine.
Id. at 19-20.
In the defendant's prosecution for delivery and possession of a
controlled substance, the trial court suppressed the cocaine,
concluding that the officer's warrantless search of the defendant was
not supported by probable cause. The Supreme Court reversed,
concluding that the totality of the circumstances--the defendant's
location at an area known for its regular drug activity, the fact
that the defendant had no other apparent purpose for being at that
location, the officer's observation of the earlier hand-to-hand
exchange, and the fact that the defendant was at the same location
when the officer later returned to the area--provided the requisite
objective probable cause:
"Under the totality of the circumstances, we further conclude that
[the officer's] belief was objectively reasonable. Especially
significant, in our view, is the fact that defendant was back at the
corner two hours after his encounter with the van. Given all that
[the officer] already had witnessed and the specific nature of that
location as a drive-up drug dispensing location near 'crack central,'
it was more likely than not that defendant was dealing drugs at that
corner and was, when [the officer] saw him the second time, actually
in possession of drugs." Martin, 327 Or at 22.
This case is much stronger than Martin. Here, as in Martin,
defendant's presence at a location well known to police for
prostitution, her behavior during the 10 minutes she was observed by
Duddy, and her getting into the red Mazda after she made eye contact
with the driver, when considered in light of Duddy's extensive
experience, suggest that defendant was engaged in prostitution
procurement activities. (9) See Martin, 327 Or at 23 (officer's
observations and conclusions, "filtered through the lens of his
experience" provided objective probable cause); State v. Crampton,
176 Or App 62, 73, 31 P3d 430 (2001) (same).
Beyond those parallels with Martin, however, two other circumstances
not present in Martin further buttress objective probable cause.
First, in responding to Duddy's admonition not to "work" in the area,
defendant answered in a way that could reasonably be understood as an
implicit admission that she had been working as a prostitute. Second,
there was an irreconcilable contradiction between the driver's and
defendant's statements to Duddy--the driver said that defendant
was "a friend," but defendant said that she did not know the driver.
In the totality of the circumstances, that contradiction strongly
suggested that defendant was engaged in prostitution procurement
activities. Duddy's issuance of the exclusion order to defendant was
supported by probable cause.
In sum, defendant was lawfully excluded from Portland's prostitution-
free zones. Consequently, the trial court erred in suppressing
evidence of that exclusion.
Reversed and remanded.
1. Duddy testified that prostitutes used that particular bus stop
because there was a parking lot behind the stop which potential
clients--or "johns"--could easily pull into and pick up the
prostitutes. Duddy further testified that the Grotto parking lot
is "a place where prostitutes have picked up tricks and gone and done
their deals for years."

"A. As used in this Section, 'prostitution' means that unlawful
conduct defined in Section 14.36.065 of this Code. As used in this
Section, 'prostitution procurement activity' means any conduct by any
person that constitutes a substantial step in furtherance of an act
of prostitution. Such activity includes, but is not limited to,
lingering in or near any street or public place, repeatedly circling
an area in a motor vehicle, or repeatedly beckoning to, contacting,
or attempting to stop pedestrians or motor vehicle operators.
"B. It is unlawful for any person to engage in any prostitution
procurement activity with an intent to induce, entice, solicit,
procure, locate, or contact another person to commit an act of
prostitution."

5. PCC 14.150.030 A states, in relevant part:
"A. A person is subject to exclusion for a period of ninety (90) days
from the public streets, sidewalks and other public ways in all
prostitution-free zones designated in Code Chapter 14.150 if that
person has been arrested or otherwise taken into custody within any
prostitution-free zone for any prostitution related activities
including the following offenses, unless the offense was committed
entirely within a private residence:
"* * * * *
"6. Unlawful prostitution procurement activity, in violation of
Portland City Code 14.24.055."

6. The trial court's decision in that regard is consistent with,
although decided before, State v. Riddell, 172 Or App 675, 21 P3d
128, rev den 332 Or 430 (2001).

7. At the suppression hearing, there was some discussion as to
whether defendant was actually "arrested" by Duddy and, thus, whether
the exclusion order was properly issued pursuant to PCC 14.150.030,
which requires that a person be "arrested or otherwise taken into
custody" as a prerequisite to issuance of an exclusion order.
Neither party raises that issue on appeal. In all events, the
evidence at the suppression hearing demonstrated that Duddy had
arrested defendant for unlawful prostitution procurement activities
concurrently with serving defendant with the exclusion order.

8. Defendant did not argue to the trial court that there was a lack
of subjective probable cause and did not raise the issue in her brief
on appeal. Instead, defendant raised that issue for the first time at
oral argument--and, as the sole basis for that argument, pointed to
some ruminations by the trial court, which did not pertain to whether
Duddy had subjective probable cause but, rather, to whether Duddy
actually arrested defendant. As noted, ___ Or App at ___ (slip op at
9 n 7), the record establishes that Duddy did arrest defendant.

indicative of noncriminal activities such as waiting for a bus or to
meet a friend. However, as we have repeatedly emphasized, "[o]fficers
are not required to eliminate all possible lawful explanations for
conduct that reasonably appears to violate the law." State v. Bourget-
Goddard, 164 Or App 573, 578, 993 P2d 814 (1999), rev den 330 Or 331
(2000); see also State v. Spruill, 151 Or App 87, 92, 948 P2d 726
(1997) (stating principle).""

The last couple posts are very interesting and no doubt these laws could not withstand appeal but the real story about this is that the people who make these laws know they are unconstitutional but that it will cost whoever tries to fight them a shitload of time and money.
This is just another aspect of corruption in America.
Does anyone remember getting tickets for having "for sale" signs on your car here in Los Angeles? Freedom of speech was being abridged and until someone spent the time and money to fight it, it was the law. Hell, the lawmakers know/knew it was unconstitutional but what the hell, make it law anyway and then some of our lawyer buddies will have more work. This is just one more example of how America has become corrupt in so many ways. But it is not corrupt like in the 3rd world where you can bribe a cop not to give you a ticket for $20.
Yes, America still is the land of the free - as long as you can afford to protect your freedom with lawyers in court and these days my fellow hobbyists that costs big time dinero, no less than $230 per hour.
I am just glad that I am permanently out of this country in 10 weeks. The states is passe and has outgrown its libertarian roots. Much of the problem is no one is thinking for themselves anymore due to massive long-term indoctrination by the mass medias.

I was on my way home from Mickey D's on 7/29 at about 5 pm or so when i was going to make a right turn onto western when i saw what appeared to be a LSW. She was standing under a wall,because it was drizzilin a lil bit. It was on western and oxford, right across the fire station. I was a bit surprised to see her there. I made eye contact but felt it was too risky. Thats all I have folks.

In other cities the use the Criminal intent to solicit go after the hookers. The reason is that it is harder to prove "intent to solicit" for johns. So the cops decided to go after the johns with the civil intent solicit which has a lower burder of proof......

Blondefan, I used to have pretty good luck for the LSW's on Olympic and Alvarado, but it's spotty at best nowadays. You used to be able to find all kinds of latinas, from short frumpy TJ looking broads wearing a gang of red blush and blue eye shadow, to skinny carshow types, to thick chola types with that little lipliner line that latinas in East L.A. are so fond of.
You may try Century on a Fri/Sat night, sometime you can find some nice local latinas with big asses showing some leg. Sometimes on Whittier near Atlantic in East LA can you find stuff, but its pretty rare. I wouldnt recommend it unless your in the area. Hello guys,
I cruised Sunset 2 times this after noon (7/31)
Around 2-3 pm saw nothing on the East end. As I went further down to the West end of Sunset I saw a fat bsw near Highland. Then 5 secs later I saw 2 cops on horses coming out of a motel, then down the road a cop car was also patrolling. The cop kept going East. I knew something wasn't right, and sure enough I saw a wsw near Highland and Sunset, and the cops on the horses stopped her. She was walking east and they were walking west. She got on the phone to see if they would walk past her but they didnt, they waited till she got off and begin to talk to her. I only saw a quick glance at her face, she looked ok. She had on tight brown shorts that showed 1/4 of her ass and a beige top. She had a nice body.
I watched from my side mirror as the cops questioned her, then the light turned green and I had to go as traffic was heavy.
Anyways, at around 5:20 pm I cruised Sunset again, this time beginning on the west end of Sunset. I saw what appeared to be a VERY attractive wsw, brunette, nice set of tits by the guitar center, but I'm not sure if she was an sw. Then, as I was hitting Sunset and Wilton I saw 2 attractive bsw. I don't know if they were sw.
This is my problem. I'm a rookie and I cant seem to pick apart which are sw and which are not. Any tips on how to pick them apart would be appreciated, or does this just happen naturally as you gain experience?

I didn't know they were patroling on horses. Best thing to do is what you are doing, scout your area casually. Make a few trips up and down sunset in high traffic so not be noticed and watch teh girls. Hell pull over and grab a slurpy and some chips from 7-11 on the strip, stand outside and watch the girls casually. You'll notice who is a SWS and who is not. If she's not moving with a purpose to get somewhere, then hey.
Also be aware all the females are not professionals. Some are there to make a quick buck and they are gone. Some others are out there trying to make rent. Some are moving through town on some weired curcuit they have. Mostgy important is to take your time and control the little head.
My opinon is if you come accross something you MUST have that night, pull over not far from here and get OUT of the car before you talk to her. This is my suggestion becasuse I really want to keep my car. I would want her to meet me down at the hotel or spot.
Also check and see how many guys the girl picks up. Wait and see if she picks up a guy and returns in a half hour. I won't approach a girl that doesn't seem to date anyone. ( You know the girls that stand on teh corner, but never seems to talk to anyone).
Be aware that some girls have been trained, conditioned or learned from their past to stay away from certian men. I'm early 30's big black male, some females won't give me the time of day (color & size) and some come running over the moment they see me. Some think I'm too well dressed (cop maybe) or don't look rich enough.

Hit Sunset at 2:50 PM on August the 1st. Only thing I saw was a BSW around the Ralphs. She had on a hat, camouflage shirt that was some what see through, and white tight pants with heels. I got a good glimpse at her face, she was about a 5 in the face, and her body was about a 7. It would have been hard to pick her up anyways since traffic was so heavy. Nothing on the east end.
The good thing was that I saw no LE. But I thought I would have seen some action since it was Friday.

The "cops on horses trick" was even done in San Diego, when I mongered there in the 80's, on the famous "El Cajon Blvd." to deter the SW's and customers. Not sure why they never tried bicycles.

Insane number of cops out tonight. Girls where on Sunset from the 101 to Vermont, On Sunset from La Brea to Curson, and on Western from Melrose to 3rd(and not just he-shes). The cops were rolling down Sunset near Tulips, with the bright whites shinning up the sidewalk...doing this for several blocks and lighting up cars as well. I saw several pimps and several ho's get arrested. I also saw many cars towed though I'm not sure if those were due to prostitution.
THe only repreive was after 5am, there were nine girls working near guitar center. Two were fairly attractive white girls. Another one looked Latin/mixed and was pretty hot too. She was walking with one of the hot white girls.

Y'day the Hollywood was really crazy due to cops. All around cops. There were some on motorbikes. It was crazy I have seen many people being investigated. I have seen many cars being towed. I was looking for some actions. I decided to not to slow down to see things even as I was scared to loose my car. Finally I decided to move away from this side. I headed towards sunset the scene was the same. Many many SW all around and cops. I finally headed to the century. It was now almost 3 in the night. I finally stopped by the gas station of shell on the way. While I was having gas a beautiful Latina SW came near to me asking if I knew how to fill the gas. I said yes. She was around 5’6”. She was little heavy. Age around 25. While we reached around her car she told me that she has only one dollar and if I do not mind then she would like to borrow some money. I was hesitated till this moment to guess that she is SW but now I was conformed. I said I do not have anything moment but we can get some from ATM she said she do not mind. She parked her car in the parking of the gas station and came and sit with me. I felt like I have got the jack pot. I stopped by the Washington Mutual ATM and had $ 100. Boy, looking back on the last few posts, the action has been pretty dominated by SW stuff. Last couple years I've had some good service from in-call Russians. Saw something weird the other night..
I know that this is on the drag queen side of the bridge off western but I drive over their just to look from time to time.
Just past the bridge, cross the street from the porn store is Virginya Av. Turn left and 2nd to the last door on the left I saw lots of red light comming out. I sweat the cops taking my car too. With that stupid law, it just doesn't make sense. The penalty someone recieves depends on what type of car they drive. How stupid is that! Like the guy driving a beat up ass pinto gets penalized for his $300 car, while the other guy commiting the same exact offense gets penalized for his $100,000 Benz. Just don't seem right to me.
I've been looking for a solution. I've read in other posts (Thanks for all the excellent posts here on WSG Forum) the alternatives I've found are:
1. To leave your car in a parking lot when approaching girls (Good idea, but you do have to leave the security of your car, and you have to leave your car unattended in a bad area that comes with the SW's)
2. To simply buy a cheap car, $300-$500 used beat up car that wont kill you to lose. You can find lots of junky cars that still ride in the recycler, Ive seen cars in there for $100 and they claim that they still run.
(In my opinion this is the best option, the only problem is storing the cheap ass ride, maybe you can just slap a for sale sign on it and leave it on a busy street hahaha)
Just being careful doesn't count, because no one wants to get nabbed by the cops no matter what type of car they drive. Another good option is to stick to incall girls and MP's (Although MP's are not always 100% safe, the cops do raid them).
Please post any other good ideas out there. Let's find a way around this dumb ass law.

Guys! Watch the scene for a bit before jumping on any girls. Think with the upper head for a second!

The advice to watch the situation for a few minutes before taking action is excellent. Think with the big head and watch the scene first. Like I always say, you will have plenty of time for her later, so when you spot a girl don't look at her. Instead look in you rear view mirror and up and down the street. Carefully scope out the situation and pay attention to your instinct.
Of course fresh girls will often get picked up in seconds, so what is the answer? My suggestion is to visit the area when you are not interested in playing and watch the scene for a hour or so. This will make it easer to see what is normal and what is a sting set-up.
When you are cruising, scope out the scene carefully even if there are no girls out. Determine if LE is working BEFORE you look for girls This way if on the next loop back a girl appears you can swoop her up with a good assurance things are cool.
Doing it cold on your first pass through the area is suicide.
I spotted undercover LE in the downtown area and Alverado-Wood today. Two street wise, non gang member older males in a sedan with coffee cups. Duh.... And they make the same traffic moves as the mongers.

Okay, take a break from the Inglewood amp discussion and give a sw tour report from last night: cruised downtown (Alvarado, 7th, 8th, James Wood, Union, etc.) Plenty of LE hard at work; risking life and limb to prevent the scourge of prostitution from destroying our fair city. (BTW, LA hired the police chief, Bratton I think his name is, who previously was Chief in NYC, and he pulled this same steal your car bs in NYC during the Guilliani years. I honestly dont know much about the 'service' level at Venus Faire. From what I've heard, its fair to midling. Haha, bad joke. From my personal experience at strip clubs, those in COI are the best for servicing by a provider, not by yourself. AMP, It's been some time since I've been to Venus Faire but this is what I remember. In the front is a store selling videos and some other stuff. There is a small cover to get into the back area. The back area is all these booths that have glass between you and the girl and you give the girl money through a slot. The more you give, the more she does, But it's more or less just you serving yourself while watching her service herself through the glass. There is a girl up front in a booth that has about 4 seperate booths of guys all watching her. That's a deal where it's like $2 at a time to keep the window open and your supposed to tip the girl $2 at the same time. She plays to all 4 windows showing and spreading herself. Tonight(Saturday) 12/6 at about 3:30 am there were tons of LE out on Sunset in the area of Sunset and Normandie. By 4:15 they were all gone. Lots of sw's out. Picked up one running from a pimp. At 5:20 returned her. LOTS of sw's. LOTs of pretty, young white sw's. This is the first time I can remember there being more white sw's than black since more than 5 years ago. No cops at all at this time, but tons of pimps everywhere.
If the cops really wanted to stop sh*t, they would put about 5 unmarked cars out for a few hours and pull over pimps for any little traffic violation, detain them pending confirmation of identity(every single one provides false ID), and nail every one of them on the warrants I am sure they have. LAPD selectively enforces. For instance, they do not turn over persons illegally in this country to the feds. So in the case of streetwalkers, they cannot arrest all of them at once. They do not have the personel to do this except in special instances when they deploy a large number of officers and do a task force or something like that. So basically they only have officers out at certain times and days enforcing anti prostitution laws on Sunset. That is why sometimes on Sunset on a Friday night you will see three or four black and whites and some unmarkeds, but other times you will see no police at all.
Also, since it is a somewhat poor neighborhood, by 4:30 or 5:00 am there are a lot of normal citizens going to work. Many of them take the bus or walk to work. So LAPD cannot just stop everyone.
Went to Venus Faire and it was pretty much as the other members described it. I did try one of the private booths. It was 6 minutes for $20. But they will do more or less whatever you want them to. The center stage wasn't going when I was there. I think that the best deal is when they run their 2 for 1 deals. Then it's 12 minutes for $20. I think that all the chicks there know what the guys are there for. Even though they can see through the glass the girl that I chose didn't even bat an eye when ol' mr. Winky came out. I would go back again if I am in the area but I don't think that I would make a special trip there. I would recommend it if you are in the area and need to blow off a little steam. Good Luck men!

LE UPDATE! I just saw on CBS and ABC that about 20 cars were seized from Johns over the weekend. They had some really nice rides, among them a blue porsche and a Mercedes SUV.
The Johns will get a chance to "buy" back their vehicles (how nice of the cops) for about half of the equity of the car if this is their first time offence.
Their hope is that they can embarrass the johns, so other johns will be too scared to try to pick up a chick. The head detective said they are going to put extra emphasis on going after the johns. He said this will stop girls from being lured onto the streets.

Yes. Cars are being impounded under a "public nusance" ordinance.
You can get them back through the DA's office. The deal is you pay a heafty fine, towing, storage and a percentage of the EQUITY you have in the vehicle - I think it's 50%. then you get the car back.
Now if you are driving a 2004 Rolls Royce Silver Shadow and you have EQUITY in it (for which I would congratulate you) and let's say the equity is $25,000.00 the DA could fine you 50% of that value so it would cost you $12,500 to get the Rolls back plus the other charges I mentioned.
If you have NO equity in the vehicle then they will assess based on a formula. (If you have any unpaid parking tickets, warrants etc then you are in deeeep dodo.) They can also sell the vehicle if you do not pay. Fun eh?
Now the "DA will notify you" when THEY are ready to talk to you which apparently is running about 30 days or so (meanwhile you are paying storage charges on your vehicle, you are still making the payments and you are still trying to handle the wife).
From reading posts in this section, it sounds like you guys are getting smart, scoping the areas, watching for enforcement setups and leaving the area if it just doesn't smell right.
Very good. If you would just do these basic things you will avoid as much as possible getting grabbed by LE. Remember that the business owners and residents are complaining like hell and a real shit storn is raining down on Parker Center over this, especially over the H/days.

I guess ABC and CBS were making it up when they said cars were getting impounded and then sold back for half the equity. The fact is that cars are getting impounded in the area. Who cares if the City Attorney or the District Attorney is prosecuting these cases? Maybe CJ just had his attorneys mixed up.
Pomona, Long Beach, aren't these cities in the general vicinity of LA? Anyway, it's not a huge frickin deal like you make it out to be. Cars are getting impounded, others are just getting towed, and the message is to be careful out there. Right?

Los Angeles: Over the weekend, the Los Angeles Police Department’s Hollywood Vice Unit conducted a Prostitution Sting Operation. During the operation, 25 people were arrested for soliciting acts of prostitution. A total of 20 vehicles were seized pursuant to the newly enacted Los Angeles Municipal Code Section 41.70, which provides for the seizure and forfeiture of vehicles used by " Johns" who solicit or attempt to solicit an act of prostitution. Since this law became effective February 9, 2003, a total of 56 vehicles have been seized for Prostitution violations and 4 vehicles were seized for narcotics solicitors.
Seizing the vehicles of those who solicit prostitutes is a problem-solving tool that has been used, and proven to be effective, in many northern California cities. "We believe this new law will dramatically impact the demand for this quality of life crime, which brings blight and disorder into many neighborhoods throughout the city. We look forward to conducting many more of these types of operations in the hope that the market for street walking prostitution will dry up in the City of Los Angeles,"said Captain Michael Downing, Commanding Officer of Hollywood Area.

Pitching a tent....its a big deal in disctinguishing areas where these seizures are hapening. Country John indicated that this is happening in Los Angeles as evidenced by his comments regarding Parker Center----ie LAPD headquarters. It is not yet happening in Los Angeles. It is only happening in Long Beach and Pomona. Yes that is a big f-ing difference.
In other words, contrary to Country Johns implications, thoses stopped for solicitation on Sunset are not having their cars towed.
Also, Country John, you are wrong to imply that the DA is working with the LAPD on issues of prostitution. What part of "all misdemeanor crimes and infractions" did you not understand?
