Anyway, happened to be back in the area last Tuesday. Did the cruise down West King and made a left onto Queen. Saw a girl that looked like she could have been wearing a nursing uniform. Prostitution Arrest.
On April 21st 2011 officers of the Martinsburg Police Department conducted an investigation into prostitution in the Martinsburg area that culminated with one arrest.
During the course of the investigation contact was made with a female located in the 500 block of Winchester Ave. Martinsburg WV. It is alleged that this female entered the vehicle of an undercover Martinsburg Police officer. And after travelling a short distance instructed the officer to touch her in a sexual manner if he wasn't a cop and kept inquiring if he was a police officer. This action was consistent for the act of enticement by the female. The officer then drove the female to a predetermined location the officer then identified himself as a law enforcement officer and the subject was taken into custody by other officers. The investigation is continuing and ongoing.
The female was charged with solicitation of prostitution and processed at the Martinsburg Police Department and placed into the Eastern Regional Jail awaiting arraignment by a State Magistrate.

On Thursday, May 5, 2011, the Martinsburg Police Department conducted an investigation into prostitution within the Martinsburg city limits. During the course of the investigation, a confidential informant was met on West King Street by an individual identified as (hobbiest).
(hobbiest) drove to the C. I. 's location, parked and engaged in conversation regarding sexual acts. (hobbiest) advised the C. I. That he wanted 'everything', referring to sexual intercourse in the dialogue and that he was willing to pay $25.
A short time later, (hobbiest) was arrested without incident and transported to the Martinsburg Police Department for processing. (hobbiest) was charged with solicitation through the Martinsburg Municipal Court.

It looks like the details of how these women were entrapped are a little scanty. Cops probably didn't tell the reporter all the details, or the reporter just didn't put everything down carefully. But you will note the women asked the "informants" (I. E. Not cops) to touch them and it seems like the informants didn't touch them, and the date still continued? And then they were pulled over. Besides cops know these women already. They are probably just a little to visible on these downtown streets. It's summer time and a lot of people are outside.

The whole touching thing is totally bogus. Everybody does that and it means absolutely nothing. The way the law is written they've got you for just waving or talking to them or them to you. If they've been arrested already then they've got something on 'them and they'll get them for just being out there basically. Ideally when the gals first come out they get numbers of half a dozen or a dozen or so guys and then after that they just work their phones. If the gal gets arrested out there then BAM! That's it. She HAS to stay out of sight or they'll harass and harangue her out there from now on. The Johns just have to be quick. If you want it, go for it, you just have to know there's an element of risk. She may be a decoy, she may not. They may be watching you, they may not. The thing is when you're caught, you're caught, and that's the game. There's no amount of arguing who touched who that'll get you out.

All of the men said they found contact information for the escort service on the Internet at http://www.backpage.com, the documents said.
The men paid between $100 and $200 for various services, but only one of them said he had sex with more than one woman at the residence, the documents said.
Holt's arrest came after the Martinsburg Police Department had received multiple complaints about the Alonzo Drive residence, according to court records.
