I'm sure there are as many "ideas" being contemplated by the AMPs as there are AMPs! Some may try (the appearance of) complying with the requirements as written, some may try moving to an Apartment Solution, some may try Cosmetology Licensing, some may try something completely different, and, of course, some will ignore the requirements completely because they may not know any better, or even have highly limited English speaking/comprehension skills (I'm thinking of the very small places for this kind of behavior).
