Nobody knows what to do in Kensington, so they make a few clean spots, arrest some dealers, and move (arrest) the junkies and prostitutes. But there's an endless supply of dudes selling dope, and they can't keep the other people locked up because they don't have the resources to deal with that many people withdrawing in jail. So everything ends up the same as before.

The cops are just trying to get through the shift without getting shot or stuck with a needle. They don't give a fuck about the prostitutes, but the girls are mostly addicts so they get caught up in the same web as the others.

I heard the city administration is really upset about the addict videos on Youtube, and some of the action is likely related to that. It would not surprise me if the city valued it's tourism "image" more than the actual damage being done in those neighborhoods.

There is policing theory that drove a huge reduction in NYC"s crime rate called "Broken windows'. In theory, if the cops would arrest those minor crimes, jumping subway turnstiles, shoplifting and pick pocketing, that impacted the larger crimes like robbery, assault and murder. Case in point, some 75% of those arrested for jumping submway turnstiles turned out to have felony warrants. The point being, the first step to turning Kensington Ave around is to eliminate open market drug activity, stop the zombies from putting needles in their neck and legs while sitting on a curb. Start there, then you might start to turn the tide, arresting SW's will do nothing.

But there's a reason why governments put cops in the median of the highway with radar guns and claim they're cracking down on dangerous highway driving. It's much easier to catch the speeders and a lot harder to catch the people weaving in and out of traffic even though the reckless drivers are the ones that are considerably more dangerous than the driver going 80 MPH in a 55 MPH zone, straight and true down the road on a clear, dry day.

We went from a Philly DA that out and out stated they were going to leave SW's alone to a new sheriff in town that is looking to choke off the revenue stream that keeps K Ave humming.

I've noticed an above-average number of car stops lately. Various times of day and night. I have been noticing most are the local drivers with PA tags. Another observation is many are close to hot spots like Clearfield, Westmoreland, Hart Lane etc. Not as many on the lower south end or the North end. Now, the LEO activity has had a dramatically increased presence recently.

More bike patrols in the daylight hours and more city cars parked at strategic locations observing parked mongers. The bike patrols will get longer hours as the temperatures warm a little. I tell other mongers to stay legal and don't give the law any reason to stop them.
