To my knowledge only law enforcement can and only with a subpoena. They aren't going to do that to bust you for talking to providers unless you committed a felony I'd imagine.

Google is the data collection king. Assume anything google is tracking your location and usage. They are definitely tracking at minimum the numbers you've contacted. With the progress AI has had lately, I wouldn't be surprised if they scanned messages in the future to categorize their users. It's already possible.
