Yes. They won't even respond if you're new / no network. You'll have to find other girls who are more newbie friendly, see them, and get them to rate you. Once you have 2/3/4 safety ratings and at least a little time on the network you're likely to get a response from them.

The agencies are VERY careful about who they accept. Only those with established, verifiable "hobbying" reputations, OR folks who are willing to give them real name / work / etc info. Fill out their form online and be 100% honest and answer all the questions and you should have no problems. Or. See some providers on HX and have them approve you that you are safe and then contact the agencies.
