Since many SW are also users, there's another risk if you're stopped, a possession charge. There's a chance if you're stopped she may ditch drugs or paraphernalia in your car. If the PD pulls both of you out of the car and searches it, and she denies it's hers, you may be charged with possession as the owner of the vehicle.

Don't trust. It's better to be paranoid. Desperation will make even the nicest SW a thief when they see an opportunity. Never give anything in advance of what you're getting other than immediately before.
I would personally recommend avoiding groups like you described. In my experience anyone working is alone anyway, or on rare occasion with one other person.
Awesome as it sounds, I'd also caution against picking up two at once, at least until you're very experienced and can control all the variables.
Never bring anything you don't need, and secure everything else but what you're going to be giving. Don't rely on hiding valuables, a thief knows all the places to look and how to distract you from what they're actually doing.
Know where you're going in advance, and ideally have a backup or two. I generally avoid going where the SW wants to, and especially steer clear of their place or any other spot you might be walking into a trap or falling for some other scam. If you're going somewhere outside your car always leave second or at the same time. Sometimes going to their place works out, and it might be worth considering with a regular or one who's been well vetted on here, but in general the golden rule is to stay in control of the situation as much as possible.
Always make sure your car is in good condition and that you're obeying all traffic laws. Getting pulled over isn't good in general, anyway.
Unless you particularly enjoy the thrill of the search, try to get digits, as it's the cost of the street with the convenience of the higher class meetings. In my experience they tend not to work for long (most can't afford a steady phone number) or at all, but some will last quite a while and even very temporary ones are good to have at least as a backup in case there's nothing good out.
Don't approach anyone unless she gives you "the look". You'll recognize this in time, but to start at the very least she's looking at cars and making eye contact. There are occasions when someone else does that, but again with experience you'll learn to distinguish those. Most people like that won't come up when you pull over, though.
Don't be obvious. Don't honk your horn, whistle, etc. There's only one person who's attention you want. On the flip side, if a SW is being obvious, calling and whistling and all that, you may want to pass, both because you don't want to draw attention to yourself and because her indiscretion may be a sign of other issues. (That's my personal stance, some reviewers here probably differ.).
And though most of us fail at this sometimes, try to listen to the big head instead of the small one. The vast majority of ill consequences from this hobby come from listening to the small head.
As far as your actual question, you can see from various posts in each forum here where to look. When can be any time, it's really a matter of luck. There are often reliable times and dry spells, but these come and go as well, likely down to the preferred times of the SWs that are active. Some times may be better for other considerations: late at night may be preferable for less traffic, less visibility (for better or worse), and ease of figuring out who's a SW, but they're more likely to be out when there's people to find them, so plenty are active in the day and not when there's hardly anyone on the road. You may want to avoid the afternoon like when schools are getting out, because though some SWs can be found, they may blend in with moms waiting to pick up their kids. And if there are red and blue lights everywhere you turn, it might be a bad day for it.
