It has noting to do with members of commercial insurance. It's about business insurance. And no, they're probably not going door to door to every strip club to verify, but when the business submits their information to their insurance carrier that they record IDs, they may get a reduction in rates. It's like when my homeowner's insurance gets notified that I installed a security system or my auto insurer is told that I put in a dash cam. These things help them solve claims easier and faster, thus saving them money, which can save the insured business or consumer money as well.
Again, it was just speculation, but I happen to have a family member that's a licensed insurance agent for consumers, so I'm inferring there might be similar things for businesses. Though it's just as likely, it's to ensure that people don't skip out on their bills or harm or harass the dancers.

This is completely irrelevant to the point. The fact of the matter is that it's information collection. Ask the bouncer to tell you who has access to the information, how long it's retained for, who the vendor is for it, who their data partners are, and what their privacy policy is. Ask them what your right to opt out of collection of your personal information is. Ask them what your right to deletion is. Other places refer to this as "Right to be Forgotten". If none of these questions can be answered, then you're effectively handing over your information freely to them to do whatever the hell they want with, and since we have no federal privacy law related to this, and Maryland's data privacy law doesn't take effect until October 2025, there's nothing stopping them or their vendor from doing that for the time being.
They should also know that, if they can't answer those questions, they will be out of compliance with said law starting next October.
