I've seen this message towards the top of their website after logging in.

"Upload a photo to communicate with members. (Upgrade Now to message without a photo!"

It seems to imply a member can message after uploading a public photo. I haven't tried this approach myself but its worth a try I guess. Let us know if it works for you.

My ATF is out of town and I missed seeing my new little girl due to a communication problem.
