The second story, also from April 3, 2020, shows that states were running out of bedspace, and were rationing ventilators due to a shortage. Rationing meant giving ventilators to those who had a better chance to live. In the story, it states, [I]However, New York State does have a protocol for allocating ventilators during a pandemic.
