From what I understand, there are tons of people who live long term in motels. There is some sort of law that if you stay in one place longer than 4 weeks, you become a "resident" and there has to be a change in rates and / or taxes. The motel owners mostly don't want to deal with this, so they make you leave, or at least change rooms.

Can a website be prosecuted for something that may be legal where they are based, even if the majority of the users are in the US?

This site is hosted outside the US and from what I know they don't give a crap about US laws. I don't think it's going anywhere.
