Hell, how'd you manage to get a carry permit in Maryland?
Don't think I know anyone who was approved from one in Maryland. One of the reasons I'm planning on sticking around in NoVa.

Angela / 4th and Washburn
Late report. Met Angela about a week and a half ago near 4th and Washburn in Brooklyn Park. WSW, 33 years old, short blond hair in a ponytail, about 5'3, decent curves. She was wearing a short dress. Made the scoop and headed to a quiet spot. I opted for a mic check. She did a decent job. Took directions well with no complaining. Grabbing that ass while she did her job really had me at attention. Its a shame she did not have a phone because I would love to see her again. Anyway, she caught my release, but no swallow. I gave her my number but I haven't heard from her yet. If I do, I'll report again.
I'm definitely interested

Vehicle / driver information is not confidential and can be obtained
There are several different subscription services that private investigators and ambulance chasing lawyers use to get driver information. They are mentioned on State of Maryland web sites such as the following:

However I think that those guys walking with the girls are just douchebag boyfriends.
One needs to be authorized to procure identifying information from tag numbers. Not only have I tried it and failed, but at one time My insurance company tried and failed. They had to wait for the accident report to appear. I know of only one case where damaging information but a monger in the a $$: he had a parking decal on his bumper that featured his workplace.
