Asian providers don't see Asian men for a number of reasons and it's common in this industry. I've dealt (in a good way) with a couple Asian providers before that preferred no Asian guys. They usually stated the most common is to be recognized by the community. I once knew an Asian provider (great provider) that knew someone in every Asian community. She'll be like, oh you're Chinese let me ask my Chinese friend if he recognizes you or oh, you're Hmong, let me ask my Hmong friend if he knows you. They also mentioned that Asian guys always ask for more (full service) and doesn't take the decline lightly. I respect their decisions, and just be respectful.
I have had luck persuading these providers though. Usually, stay professional, let them know you're all business, usually a reference or two will be enough to keep the business going. After the first meet goes well, you're on their good list.

I'm not sure why it needs to keep being said but if you need to send a deposit to see any non-reputable provider, that provider is not for you. Do not seed money that you are not willing to lose. Even then I wouldn't send money unless I know they are a local reputable provider.
