I'm not the BIGGEST traveler, but literally every major city I've visited outside the US has had a better scene than Philly in terms of cost as well as quality, just talking mongering, not AMPs specifically. With the exception of countries where I was afraid I'd get mugged or ripped off or arrested in which case I did not partake in activities.
In the US, I guess I'd rank it top 10, but it wouldn't be that high. I think Philly's good in terms of the standard rate being fixed to a relatively low number, so its got good value, but for me I'd be willing to pay the extra premium for better quality (age, body type, menu), value be damned, which isn't really available in Philly generally speaking. ADH is at 12th and Ridge (like 4 or 5 blocks) and New Star is at 12th and Race (like 8 blocks). When going to ADH I've also parked on Spring Garden and walked the 2 blocks south to 12th & Ridge. There's usually parking on Spring Garden.
The parking spots on Spring Garden are metered. Bring lots of quarters (I think $1 for every 15 minutes). TT.
