There isn't a directory in the State House that lists all establishments with a "reputation", and if there was just who determined that the place had a "reputation"? How about if the wife of the governor slept around and everyone knew it? Would that mean she'd have a "reputation" and be subject to being raided?
Where I come from, just about any business containing the word "spa" is considered to have a reputation.
To me this is just a ridiculous term to allow those who want to close down a business to do so with impunity.

The Path of Least Resistance
A quick look at RI crime stats shows a spike from 2004 to 2005: violent crimes (murder, rape, robbery, agg assault) went up from around 1600 to 2600. That is where it has stayed more or less, since then. 2007 had appx 2500.
Clearly things are perfectly fine and hunky-dory in RI and cops need more to do. Obviously all the rapes and killings and shootings at the amps need their attention more than the drug dealing gang members and their associated violent crimes. They've got that part under control. It's those pesky amps need screwing with. See ya in jail... jxx

The law for 24hr gambling is passed almost at the same time as the banning of indoor sex. I am wondering which one erode morality more than the other?

Now a question. Say I just moved to Rhode Island today. I never gave one thought to visiting a prostitute and have always assumed it was illegal everywhere. I want a massage due to back issues (which can be documented) and see a sign for a massage place and decide to drop in. I'm offered sex, freak out, decline and then leave. Can I really be arrested for just walking in/out the door because the place has a reputation that I am totally unaware of? Just seems pretty far fetched to me. Maybe I'm being naive.
