They care way more about the Johns anyway. They want the girl or John come to them in an environment they control and to make multiple arrests. They might raid a hotel where a bunch of girls are staying and using or just acting ignorant asking to get busted.
The thing they would certainly get busted for if a cop was setting them up is talking about money right off the bat and asking for money before service is completed. They cannot make you say something and convict you based something that wasn't your idea. They can't compel you to act illegally. Example. If a cop goes up to a street walker and says, "Will you give me a blowjob for $30? That's entrapment. There has to be physical evidence such as voice recordings, video, proof that cash was exchanged, other witnesses to the alleged action. It's not needed for you to prove you're innocent; they need to prove you're guilty. That's what pleading the 5th is all about. If you are forced to testify against yourself, and you lie, then you were compelled to lie by the court system. By staying quiet and not saying anything at all, it puts the entire burden on the prosecution.

Who does the judge or jury believe? For example he asks a street walker if she will give him a blowjob for 30 bucks she says yes, he arrests her. They go to court he says she propositioned him.
