Never seen the lady, but I would suspect she would need to have any required state / local certifications / licenses readily posted and available upon demand from a representative of the locale where she lives (police or code enforcement). Possibly some potential building issues, but don't know.

However, this clod may be just taking the license information to show police there is 'crime a foot. " However, that's tricky for the police as to whether or not if they take info from him, will it be challenged in court that he was acting as an agent of LE.

This is a classic example of "not in my neighborhood". Everything you could ask for is on the menu, $50 \ $70 house fees, normal tipping for typical services (think M1).
